Scope of Work

1.0 Purpose and Background

1.1 Purpose:

The Arizona Department of Environmental Quality (ADEQ) is seeking to establish one or more “single-agency” contracts to provide Assessment and Remediation of Hazardous Substances. Awarded Contractors shall have the expertise, experience and capacity to provide ALL of the services listed under Section 5.0 General Scope Requirements of the scope of work.

1.2 Background:

The ADEQ Remedial Projects Unit (RPU) is responsible for the investigation, assessment, and remediation of the State of Arizona Superfund Sites under the Water Quality Assurance Revolving Fund (WQARF) Program. The WQARF Program identifies, prioritizes, assesses, manages, and remediates threats and impacts to public health and the environment from hazardous substances. The WQARF Program is also used to mitigate pollutants creating an imminent threat to the environment. The WQARF Program was created under the Environmental Quality Act of 1986 (and significantly revised in 1997), to support hazardous substance cleanup efforts in the State. The fund is dependent upon legislative appropriations, cost recovery from responsible parties, corporate income tax, and special fees. The program identifies sites that are most in need of cleanup and adds them to the WQARF Registry. Sites on the Registry receive first consideration for distribution of funds. Currently, there are 38 sites on the WQARF Registry and an additional 20 to 25 sites that are currently undergoing preliminary investigation.

Typical sites under WQARF include, but are not limited to, active and former dry cleaners, landfills, manufacturing facilities, plating shops, and mining sites. Hazardous substances in soil, soil vapor, and groundwater at these sites include, but are not limited to, solvents, heavy metals, and dense non-aqueous phase liquids (DNAPL).
