SOURCES SOUGHT

Geotechnical Investigation for

Grindstone Indian Rancheria

Project CA 17-N18

August 2022

1. General

The work to be performed under these provisions shall include the furnishing of all plant, labor, tools, equipment, and material necessary to conduct a geotechnical engineering investigation for a proposed Water Storage Tank (WST) at the Grindstone Indian Rancheria

(GIR).

The Indian Health Service is proposing to construct a new 160,000-gal WST with a diameter of 34 ft.

The purpose of this investigation is to determine the existing soil conditions and to provide recommendations for the design and construction that will include the foundation type and depth, allowable bearing pressure, potential settlement, and material and density requirements for structural fill.

2. Location and Access

The nearest address to the proposed tank location is 3600 Co RD 305, Elk Creek, CA 95939 (see the location map attached).

Visitors to the GIR must check in with the Project Engineer by calling (707) 502-8292. An IHS representative and/or a representative of the Tribe will meet the Contractor at the address listed above. Please call ahead for directions and to schedule visits at the number provided above.

The Indian Health Service (IHS) will locate with the contractor, the approximate center of the proposed tank. The IHS will secure permission for entry to the site.

No fieldwork shall commence without an Owner representative present.

3. Geotechnical Requirement

The geotechnical investigations shall be conducted by a professional geotechnical engineer and geologist registered in the state of California. The Contractor shall determine the proper approach and method to adequately describe the existing soil conditions and to provide

Geotechnical Investigations Page 2 of 6 foundation design parameters for the proposed WST.

The IHS Project Engineer shall approve the Contractor’s proposed field investigation, testing and sampling program in writing. All subsurface exploration, testing and sampling shall be conducted at the direction of an engineer experienced with soil investigations. If any excavation requires heavy equipment, it must be supplied by the contractor. Soil boring shall be accomplished by continuous flight auger (hollow stem) in good repair. Standard penetration tests and split barrel sampling (minimum 2-inch inside diameter) shall be conducted in accordance with the current revision of ASTM D-1586. If, during the field investigation, there is a compelling reason for changing these work requirements, the Contractor may verbally request a change, but the Contracting Officer shall make the final decision.

The program of laboratory testing of samples obtained from the field investigation shall be based on the Contractor's experience in the project area and results of the field investigation.

4. Engineering Report

A report shall be prepared by the Contractor to include the following:

a. Logs of test boring(s).

b. Results of laboratory testing.

c. Interpretation of geological, surface and subsurface conditions, including groundwater effects and frost action.

d. Evaluation of the strength and settlement characteristics of the soil under the anticipated WST loading conditions.

e. Recommendation of the soil bearing capacity to be used for the design of the WST

f. Factors affecting the design and construction of the foundation for the WST including seismic considerations.

g. Recommended foundation type and design.

h. Provide Modified Procter results.

The Contractor shall provide 3 copies of the report to the Project Engineer within 45 days after the Notice to Proceed.

5. Method of Payment

Payment for the work performed shall be made at the lump sum price. Payment for the work will be based on the work completed. Payment will not be made more than once a month.

Invoices shall be sent to the Tribe, with copies to IHS, at the addresses provided below.

6. Deliverables:

The deliverables shall be in the form of stapled paper copies and searchable PDF
