The GIC intends to post a Bid for an insurance carrier for its long-term disability (LTD) benefit, and will require online Quote submission via COMMBUYS. The current LTD benefit design pays 55 percent of salary, up to a monthly maximum of $10,000, after a 90-day elimination period. The program is voluntary and is fully funded by enrollees, with no contribution from the Commonwealth. The full text of the Request for Response (RFR) will be available on or about November 16, 2016 on COMMBUYS, with a tentative due date for responses of December 21, 2016 at 12:00 noon. The GIC reserves the right to reject any or all responses.

The GIC is responsible for negotiating, contracting, and administering group long-term disability coverage for over 40,000 state employees. LTD participants are currently considered disabled if they are unable to perform the material and substantive duties of their regular occupation or if they are working but unable to earn more than 80 percent of their pre-disability earnings due to injury or sickness. The Commonwealth makes no contribution toward the premium, and the GIC is a quasi-independent state agency governed by a seventeen-member Commission.
