Innovations in Malaria Vaccine Development (IMV) Addendum 03 to the USAID Global Health Broad Agency Announcement for Research and Development (2018)
Questions and Answers
1. I am inquiring about the BAA for an effective malaria vaccine. Is it possible for a U.S. government agency to submit an EOI?
Answer: USAID prefers to develop work with our U.S. government (USG) partners with existing Interagency Agreements (IAAs) using the IAA mechanism. For more information regarding the IAA mechanism for USG partners, please contact the MVDP team at ghmvdpbaa@usaid.gov.
2. Our organisation wants to work under your organisation. Please provide more information.
Answer: Thank you for your interest. USAID encourages organizations to submit Expressions of Interest (EOIs) that meet the criteria provided in the Addendum and address the seven requirements listed under the “Instructions for EOIs” (Section IV). All submitted EOIs will be reviewed based on the criteria provided in the Addendum, Section V.
3. In the PDF document for the solicitation, it states that USAID is looking for
EOIs that include one or more of the following:
• The potential to accelerate malaria vaccine development efforts and/or enhance the effectiveness of current malaria vaccine candidates targeting pre-erythrocytic (sporozoite and liver) and erythrocytic stages through strategic research, prototype vaccine development, preclinical, and early stage clinical testing (through proof of principle efficacy studies).
• A continuation or enhancement of USAID’s current funded R&D activities (as described above) or that support novel approaches that could add or replace elements of current USAID MVDP R&D investments.
Would the ongoing development of our malaria vaccine candidate meet the first of the above criteria listed in the PDF document and therefore be suitable for submission of an EOI?
Answer: USAID encourages organizations to submit Expressions of Interest (EOIs) that meet the criteria provided in the Addendum and address the seven requirements listed under the “Instructions for EOIs” (Section IV). All EOIs will be reviewed based on the criteria provided in the Addendum, Section V.
4. Could USAID please clarify whether USG agencies can be consortium partners under IMV? Could USAID please indicate the proposed start date for IMV?
Answer: USG agencies can be consortium partners or collaborators under IMV, but not sub-awardees or sub-contractors. To clarify, no USAID funds can flow through the resulting mechanism to USG agencies. Instead, if USAID funds were awarded to support USG agencies, those funds would flow through interagency agreements (IAA) with USG partners. USAID’s goal for proposed start date for IMV is February 2020.
5. The eligibility criteria was unclear. It says “Unrestricted (i.e., open to any type of entity above), subject to any clarification in text field entitled "Additional Information on Eligibility". There were no additional information on eligibility.
Answer: The eligibility criteria are provided in Section III of the GH-BAA-2018- Addendum03.
6. Is there any information on the review board for the Innovations in Malaria
Vaccine Development (IMV) Addendum 03 program?
Answer: The Peer and Scientific Review Board will be comprised of USAID staff and potentially other Resource Partners (e.g. participants in the co-creation workshop who did not submit an Expression of Interest such as other U.S. government agency staff), as appropriate.
7. I am trying to apply for this grant opportunity, but the "Apply" button is not active - see below. Is there any reason why?
Answer: Expressions of Interest (EOI) for this opportunity are not accepted via Grants.gov. The instructions for submitting an EOI can be found in Section IV of the BAA Addendum.
8. I have a question regarding the funding mechanism for the Innovations in
Malaria Vaccine Development BAA. I initially understood this to be a contract, but since it is posted on Grants.gov, I wondered if it may be more like a grant mechanism, or something in between?
Answer: BAAs are issued under Federal Acquisition Regulations (FAR) 35.016. The funding instrument (e.g. contract, grant, cooperative agreement, etc.) for the Innovations in Malaria Vaccine Development activity will be determined following the co-creation workshop and review of concept papers by the Peer and Scientific Review Board.
9. I am wondering whether entities outside the US can apply for this and if so, how this would be administered financially – getting money to them and the entity paying people in the US and elsewhere.
Answer: Non-U.S. entities are eligible to submit Expressions of Interest (EOIs). The funding instrument (e.g. contract, grant, cooperative agreement, etc.) along with the payment method will be determined after the co-creation workshop and review of concept papers by the Peer and Scientific Review Board.
10. Does the 5 page limit for the Expression of Interest (EOI) include references or is it simply text/figures?
Answer: The five page limit for the Expression of Interest (EOI) does not include references.
