About this file

This is a Sole Source (Including Brand Name) Justification document for a Radio Frequency Identification (RFID) Asset Tracking System. The United States Air Force, 673d Medical Group at Joint Base Elmendorf-Richardson (JBER) requires a specialized RFID-based tracking system to manage approximately 13,500 serialized assets including medical devices, IT equipment, and facilities equipment. The system will provide real-time asset tracking, inventory management, and contact-less inventory capabilities.

Conexus Inc. is the sole source provider for this requirement, with their Plexus Vision IS Asset Tracking System being the only solution authorized by the Defense Health Agency (DHA) to operate on the Defense Medical Logistics Standard Support (DMLSS) network. The system is proprietary, with Conexus holding exclusive rights to the software and hardware. The anticipated contract is a firm-fixed-price, single-source award scheduled for 15 June 2025, with a total system implementation including hardware (RFID scanners, readers, antennas, asset tags), software, installation, configuration, training, and one year of manufacturer support. Capability statements from potential vendors will be accepted until 11:00 AM AKST on 22 May 2025.

Joint Base Elmendorf-Richardson (JBER) will award a new, sole-source, firm-fixed-price contract for this requirement.

This will be a new contract award as no similar projects have been previously undertaken.

The 673d Medical Group (MDG) at Joint Base Elmendorf-Richardson's Military Treatment Facility (MTF) requires a Radio Frequency Identification (RFID) based tracking system with real-time asset tracking capabilities. The acquisition includes passive (pRFID) hardware components as well as the labor for installation and configuration.

RFID-based tracking system that includes real-time asset tracking capability to support the 673d Medical Group. The system is intended to help ensure accurate inventory capture, assist in duration (time) to conduct inventories, and assist in contact-less inventory for the health and safety of personnel/patients. It provides the ability to track and visualize the current location and operational status of serialized equipment supporting MTF. The RFID hardware includes RFID mobile handheld scanners, readers, antennas, asset tags, carts and the labor to install and configure said hardware.

Market research (FAR Part 10, Section VIII) confirms that only Conexus Inc.'s (UEI: VD6UN5WCCWQ6) Plexus Vision IS RFID-based Asset Tracking System (ATS) is authorized to operate on the Defense Health Agency's (DHA) Defense Medical Logistics Standard Support (DMLSS) network and interface with its System of Record (SOR) for medical assets within DHA-managed medical facilities. System certification is documented in eMASS under reference #3792.

Contractor shall provide a fully integrated asset tracking solution (hardware, software, asset tags, system installation, configuration, training, testing and maintenance of system), except that which may be specified as government furnished, which incorporates pRFID, active real-time tracking, and barcode tracking capability.

This project encompasses tracking approximately 13,500 serialized (non-consumable) assets, including medical devices, IT equipment, and facilities equipment. Examples of tagged equipment include infusion pumps, electrocardiographs, ventilators, mobile radiographic units, beds, wheelchairs, computers, and monitors.

Conexus Incorporated will provide all necessary supervision, personnel, equipment, materials, and supplies for the installation of the Plexus Vision IS Asset Tracking System and training of 673d MDG personnel, as detailed in the Statement of Work dated February 27, 2024.

This acquisition is justified under DAFFARS 5313.501(c) , referencing the 'Only one responsible source' exception, consistent with FAR 6.302-1. The

Plexus Vision IS Asset Tracking System is proprietary to Conexus Inc., the sole developer and owner of the proprietary Plexus Vision IS software and uniquely configured hardware, is the only source capable of meeting this requirement.

Conexus Inc. is the sole source provider for this requirement. Conexus Inc. does not license their proprietary data to others for reselling, maintenance or warranty support. As the original equipment manufacturer of the Plexus Vision IS system, Conexus has established rights, limited rights in data, patent rights, copyrights or proprietary processes that preclude any other source being able to supply or install this system.

Only their IS Asset Tracking System is authorized by DHA to supplement the DMLSS system of record for RFID-based asset tracking. System certification is documented in eMASS under reference #3792.

Conexus Inc., the sole developer and owner of the proprietary Plexus Vision IS software and uniquely configured hardware, is the only source capable of meeting this requirement. Their system is the only RFID and Real-Time Location Tracking System with a bi-directional interface authorized to operate with the DMLSS, the Defense Health Agency's system of record for medical equipment. This unique integration, combined with Conexus's specialized expertise and proprietary hardware modifications, makes them the exclusive provider of the required software, troubleshooting, and trained technicians for system upgrades.

Market research (FAR Part 10, documented in Block VIII) confirms that only Conexus Inc.'s Plexus Vision IS RFID-based Asset Tracking System is authorized by the DHA to operate on the DMLSS network and interface with its System of Record for medical assets. A DHA Cyber Logistics self-assessment, documenting the system's security posture, is available in eMASS under reference #3792

The Contracting Officer will determine fair and reasonable pricing through a combination of methods, including analysis

March 2023 Page 4 of 5March 2023 Page 4 of 5 of recent market prices, comparison of the proposed price with historically accepted prices for similar supplies or services, and conducting fair market comparisons of similar projects.

Market research, compliant with FAR Part 10, was conducted via a synopsis of the proposed acquisition. This synopsis will notify industry of the upcoming procurement and actively solicite inquiries from potentially interested parties, as detailed in Section V above.

Acquisition to be conducted as a simplified acquisition under FAR 13.501(a) using the format in 6.303-2, simplified acquisitions are generally exempt from FAR Part 6 requirements. However, this acquisition will strictly adhere to the authority granted by FAR 6.302-1 and 10 USC 2304(c)(1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, justifying the sole-source approach due to only one responsible source existing that can meet the agency's specific requirements.

Specifically, the Defense Health Agency has authorized only the Plexus Vision IS Asset Tracking System to supplement the DMLSS system of record for RFID-based asset tracking. This authorization, documented in eMASS under reference #3792, effectively precludes the use of full and open competition, as no other system is currently approved. Therefore, technical data specifications, the statement of work, or other technical description suitable for full and open competition have not been developed and are not being developed as they would be irrelevant given the DHA's exclusive authorization of the Plexus Vision IS system.

Conexus Inc. is the sole source provider and OEM of the Plexus Vision IS Asset Tracking System, holding proprietary rights to the uniquely configured hardware and software. Conexus does not license its proprietary data, including rights, limited rights in data, patent rights, copyrights, or proprietary processes, preventing any other entity from supplying, installing, or maintaining the system. This exclusive ownership and control further reinforces the inability to develop or utilize documentation suitable for full and open competition.

See Section VI above.

Due to the unique integration requirements with the Defense Health Agency's DMLSS network and system of record, only Conexus Incorporated is currently authorized to operate an RFID-based tracking system on the DMLSS network. This necessitates a sole-source acquisition for the proposed system, which includes the necessary hardware (RFID scanners, readers, antennas, asset tags, and carts) and one year of manufacturer support.

Introducing competition at this time would require significant effort and resources, including a complete system redesign by a new vendor and subsequent DHA authorization for network operation. While no immediate plans exist to compete future awards for this specific service, the requiring activity will evaluate the feasibility and benefits of competition should alternative, authorized solutions emerge.
