About this file

The document is an email from Derek Dorr of South Dakota Game, Fish and Parks (GFP) to Andy Mobley, regarding a Request for Proposal (RFP) for a new sign contract, primarily for parks. The email indicates that GFP is seeking to renew or issue a new RFP for signage, with their current contract being with Pheasantland Industry. Attached to the email are two documents: a Reference Page and a Sign Catalog, dated June 6, 2025, which presumably contain detailed specifications and requirements for the proposed sign contract.

The email suggests an internal communication process involving Derek Dorr, Allie Ellingson, Nick Harrington, and Andy Mobley to facilitate the RFP process. While specific pricing, contract terms, and detailed requirements are not visible in this email, the communication implies that GFP is looking to update or replace their existing signage contract. The email requests assistance from Andy Mobley in navigating the RFP process and seeks guidance on any additional requirements for the new sign contract.

Sign Ordering Procedure

The South Dakota Game, Fish and Parks (GFP) is responsible for the stewardship of lands under its jurisdiction and therefore must adhere to uniform standards for signing GFP managed property. This manual provides park managers guidelines and specifications for selecting, locating, and erecting signs within the state park system. Park signs can accomplish four basic things: inform, direct, instruct, and warn visitors. Signs inform visitors about park opportunities and services available to them. Signs direct visitors to a park or areas within the park. The signs instruct visitors about rules, fees, policies, and procedures. Signs warn visitors about potentially hazardous situations or behaviors. Signs are not a cure for all park problems and should be used only when necessary.

Sign Guidelines

The purpose of these sign guidelines is to set forth guidance for planning, developing, and managing signs for GFP managed property. Signs erected within GFP managed property will be the responsibility of the park manager. These guidelines provide direction for:

· Different types of signs and the locations where they are used.

· Identifying approval and procurement procedures.

· Needed reference materials.

· Consistency of signs throughout the state park system.

Sign Materials and Placement Specifications

Sign post materials should be unified and consistent throughout the entire district. The preferred material in the state is treated wood, but other options are square tubing or steel posts.

Sign Requests and Approval

· Standard Signs: All signs in the Sign Catalog can be ordered by managers directly from the contracted company as noted in the standard sign form.

· Specialty Signs: Are permanent signs not in the Sign Catalog; these may be ordered using the Specialty Sign Requisition Form. Send all requisitions to your Regional Supervisor for final approval. All signs will be branded by Communications for proper fonts and sizing. (Interpretive/educational/welcome signs are considered specialty signs.). An annual review of these signs may result in additions to the standard Sign Catalog.

· Temporary/Emergency Signs: All temporary/emergency signs should only be used for short durations of time (i.e. two weeks or less) and must be approved by your Regional Supervisor.

Classification of Signs

1. Trunk Highway Signs

Adequate signing along Trunk highways (i.e. interstate, U.S., and state highways) is very important to tourists and first-time users. The South Dakota Department of Transportation constructs, erects, and maintains all park directional signs on interstate, U.S., and state highways. For these requests work with the DOT Regional Supervisor for your area. Under some circumstances and with DOT approval, the display of graphic symbols with these signs informs readers of park opportunities and services.

2. Secondary Road Signs

In many cases, additional signs may be needed to direct the park visitor once they leave the trunk highway. These standard secondary road signs will be located at road junctions and, if needed, approximately one-half mile from the park entrance upon approval from the appropriate County Highway Superintendent. Under some circumstances the County Highway crew may erect the sign. These are metal reflective signs with white lettering on a brown background.

Interior Signs are those within GFP managed property.

3. Welcome Signs

Welcome signs are the first to welcome the public and inform them that they have arrived at the park. Standard welcome signs can be ordered through the Sign Catalog. Specialty welcome signs can be ordered using the Specialty Sign Requisition Form.

Below is a simple example; for site specific welcome signs work with the Regional Supervisor to explore other options.

4. Traffic Signs

Traffic signs will be the standard metal highway type and will conform to the U.S. Department of Transportation Manual on Uniform Traffic Control Devices (MUTCD). Traffic signs include, but are not limited to: stop, yield, speed limit, do not enter, keep right, one way, road closed, turn, curve, and narrow bridge signs. These signs are classified as “regulatory” or “warning” signs by the U.S. DOT. Regulatory signs are intended to inform drivers of traffic laws or regulations and indicate the applicability of legal requirements that would not otherwise be apparent. Warning signs are used when it is deemed necessary to warn drivers of existing or potentially hazardous conditions on or adjacent to a park road.

Signs should be erected in accordance with DOT regulations and signs should not extend above the top of the signpost.

Manual on Uniform Traffic Control Devices: https://mutcd.fhwa.dot.gov/

5. Boundary Markers

In some cases, a sign marking the property line of a GFP managed property may be desirable. For example, in an area where fencing is not possible or where state land adjoins private land, a boundary marker should be displayed. These markers should be displayed every ¼ mile in open areas, along roads, fences, etc. or in areas with less visibility display according to line of sight or managers discretion of use in the area. In the event of encroachment issues, more signs may be necessary.

6. Information Signs

These signs are educational and descriptive in nature, used to briefly explain park procedures and recreation opportunities to visitors.

a. Self-Registration Station Area Signs

Self-registration stations may allow users to self-register for camping and/or pay park entrance fees. Self-registration station(s) should be consistent with the following and limited to these signs only:

i. Required Signs

1. IS-100 (Instructions)

ii. Optional Signs

1. IS-110 (Entrance Fees)

2. IS-130 (Rules)

3. IS-140S (Deposit Fee Envelope Here)

4. IS-160, IS-170, IS-180 (Camping Fee Sign(s))

b. Building Identification

Appropriate signing should identify park offices, cabins, picnic shelters, and other major buildings within park areas. Design of signs for building identification will be made up for each individual park situation.

c. Miscellaneous Signs

Various signs classified as miscellaneous in the Sign Catalog.

d. Directional Signs

Interior signs to assist visitors in locating park facilities and/or features.

The guidelines listed below come from the MUTCD guidelines from SDDOT.

§ An arrow pointing to the right shall be at the extreme right of the sign, and an arrow pointing left or up shall be at the extreme left. The distance numerals, if used, shall be placed to the right of the destination names.

§ An arrow pointing up may be placed at the extreme right of the sign when the sign is mounted to the left of the traffic to which it applies.

§ Unless a sloping arrow will convey a clearer indication of the direction to be followed, the directional arrows should be horizontal or vertical.

§ The closest destination lying straight ahead should be at the top of the sign or assembly, and below it the closest destinations to the left and to the right, in that order.

§ If more than one destination is displayed in the same direction, the name of a nearer destination shall be displayed above the name of a destination that is further away.

· For examples, see page 53.

7. Graphic Signs

Signs using simple graphics to assist visitors.

8. Non-Traffic Regulatory Signs

Signs that inform the public about various rules and/or regulations.

9. Trail Signs

Signs specific to all types of trails.

10. ADA Signs

Signs must be ADA compliant to provide visitors with disabilities information to access facilities. Parking spaces and bathroom entrances are point of emphases for ADA signage, but there are other applications for ADA signs as well.
