About this file
This is a technical specification document for Division I general requirements of the Georges Creek Wastewater Reclamation Facility (WRRF) Equalization (EQ) Basin Upgrades project, prepared for Renewable Water Resources in Greenville, South Carolina, with HUD Community Project Funding (B-23-CP-SC-1362). The project encompasses electrical and instrumentation modifications, mechanical and structural improvements to the EQ basin including eight 15 HP floating mixers, an 18-inch diversion force main installation, concrete lining of the existing effluent basin, site grading, erosion control, and associated appurtenances. Work must be performed with minimal inconvenience to the existing water reclamation facility, requiring coordination with the Owner's operations and compliance with all applicable federal, state, county, and municipal codes. The specifications establish requirements for construction staking, measurement and payment on a lump sum basis for general construction, yard piping, basin upgrades (concrete liner, floating mixers, electrical, and gravel access drive), and an instrumentation and controls integration allowance. A pre-construction conference must be held before work commences, and the Contractor must submit a preliminary construction schedule within ten days of Notice to Proceed, with monthly updates throughout the project duration.
Payment will be made by extending unit prices multiplied by quantities or through established lump sum amounts as indicated in the Bid Form, with all costs for mobilization, demobilization, bonds, insurance, temporary facilities, erosion and sediment control, site cleanup, and incidental work included in the bid prices. The Contractor bears responsibility for obtaining all necessary permits, developing a comprehensive site-specific Health and Safety Plan, and providing continuous treatment to prevent wastewater bypass during construction. Federal requirements apply due to HUD funding, including procedures to ensure consideration of small businesses, minority businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms in accordance with 20 CFR 200.321. The project does not have Davis-Bacon or Build America Buy America requirements. Testing services required by the specifications will be paid by the Owner, while retesting of failed items will be the Contractor's expense. Shop drawings must be submitted electronically in PDF format or as hard copies with minimum 30-day review periods by the Engineer prior to installation.
