About this file
This document is an overview for an Industry Day hosted by NOAA's Office of Geostationary Earth Orbit Observations (GEO) on November 7, 2024 at the NASA Goddard Visitor Center. The purpose is to provide an overview of the GEO Program, the current GEO Ground System operations, and NOAA's plans to evolve the Ground System to support additional NOAA-NASA satellite missions like the Geostationary Extended Observations (GeoXO) program. The event will include a program overview, discussion of the current GEO Ground System architecture and operations, and the future evolutionary plans to reduce sustainment costs and align with the NESDIS enterprise. Interested vendors will have the opportunity for private one-on-one sessions with the Government in the afternoon to discuss their capabilities. A preliminary Request for Information (RFI) is provided for informational purposes only, and NOAA will publish a final RFI in the weeks following this Industry Day event. The event is open to a limited number of attendees who must register by November 1, 2024.

Industry Day Objectives
Industry Day = collaboration and networking between the agency and industry partners in which Industry gains understanding of Agency requirements and the Government gains understanding of industry capabilities.
• Opportunity for the agency to provide an overview of anticipated requirements and for the industry to ask questions and start thinking about how best to meet the agencies anticipated requirements.
• When a Request For Information (RFI) is published to sam.gov in the coming weeks, Industry will be better prepared and more excited to respond.

Why are we here?
• We have a mature ground system that successfully supports the GOES-R constellation, and is ready to support SWFO-L1 launch next year
– Following the successful GOES-19 launch this past spring, we are simplifying the ground system and migrating Data Operations to the cloud
• We are 18 months into the 5-year Geostationary Ground Sustainment Services (GGSS) contract
– Prepping for the follow-on effort called GEO Ground Multi-Mission
Sustainment and Evolution (GMSE)
– We look forward to hearing your input as we shape the next sustainment & evolution requirements and get ready for an RFI in the future
24November 7, 2024 GEO Ground System Sustainment & Evolution Industry Day
GEO Ground History
• GOES has evolved over the past 50 years
– The satellite bus and satellite instrumentation has radically transformed over this time to provide high-resolution environmental data for weather forecasting
– Ground System operations has also transformed over this time to handle the increased data flow and meet stringent latency requirements
• GEO Ground development and sustainment contracts have helped the GEO Ground Project create one of the most advanced ground systems in the world

C o st
Time (Years)
Approach C
Approach B
Approach A
When selecting an evolution approach we know there will be upfront costs. The question becomes, based on the evolution approach selected, what will the TLC be (sum of labor and resources) over a specified time period?
Goal: NESDIS Enterprise Citizenship
43November 7, 2024 GEO Ground System Sustainment & Evolution Industry Day
• NESDIS (OCS & OSPO) are providing enterprise-scale common services based on cloud technologies via the NESDIS Common Cloud Framework (NCCF)
• GEO Ground interfaces with the NCCF and will adjust as it evolves

Evolution Activities Through 2028
44November 7, 2024 GEO Ground System Sustainment & Evolution Industry Day
Successful launch of final GOES-R series satellite & handover of Ops to the Office of Satellite and Product Operations (OSPO) has evolved the Operations Concept
Exploring capabilities that can be retired or slimmed down Case example: operationalization of all instruments and algorithms eliminates the need for dedicated workstations at the National Centers for Weather and Climate Prediction (NCWCP)
Retirement
Cloud Migration
On-Premise Footprint Reduction
Migration of existing on-premises Data Operations capability into cloud technologies
Three step process
1. Proof of Concept
2. Prototype
3. Operationalize
Approaches:
• Refactoring capabilities into cloud-native solutions
• Adopting SAFe® Agile processes
Decommission of on-premise HW and reorganization of environments post cloud migration
Expected results:
• Minimize physical infrastructure while retaining IT Sec
• Recover hardware components to increase spare stocks
• Reduce active hardware/software licenses
• Significant increase in cloud presence
– Data Operations (L1b and L2+) in Cloud
• Reduced on-premise footprint and environments
• Adopt contemporary agile process (IaC, CI/CD, etc.)

GEO Data Processing Levels
56November 7, 2024 GEO Ground System Sustainment & Evolution Industry Day
Level 0 (L0):
• L0 products are observation data received directly from the satellite instruments. The data is not meaningful to most users prior to processing by the ground system.
Level 1b (L1b):
• L1b products are calibrated and, where applicable, geographically corrected, L0 data. This means that the data has been processed so that its values are in standard units of physical quantities.
• For ABI, the L1b product is Radiances. This is useful for users who require radiance units, instead of reflectance/brightness (Kelvin) units.
• All of the instruments have L1b products available except GLM, which is only distributed as an L2+ product.
• For technical information, see the Product User Guide (PUG) Volume 3: L1b Products, Revision 2.3.
Level 2+ Products:
• L2+ products contain environmental physical qualities, such as cloud top height or land surface temperature. Aside from the GLM Lightning Detection Product, the data source for these products is the ABI L1b data.
• The mission-critical ABI product is Cloud and Moisture Imagery (CMI), which utilizes all 16 ABI spectral bands, and is used to generate an array of products aiding forecasters in monitoring and predicting weather hazards.
• For technical information, see the GOES-R Series Product Definition & Users’ Guide (PUG) Volume 5: L2+ Products, Revision 2.4.
