About this file
This document is a Request for Proposals (RFP) for a lease to provide temporary, climate-controlled storage space for seven generator-engine sets (GENSETs) near the ports of Baltimore, MD; Charleston, SC; or Norfolk, VA. The GENSETs vary in size, with four large "Father" GENSETs, two smaller "Son" GENSETs, and one emergency GENSET. The lease should be for one year fixed with four option years. The storage space must be above the 100-year flood plain and have power supply to operate the GENSET anti-condensation heaters and lubrication pumps. The minimum storage requirement is 6,100 square feet, or up to 9,100 square feet if the GENSETs need to be raised on stands. The contracting authority is the U.S. Coast Guard, and interested parties should send expressions of interest to the provided realty specialist contact.

USCG GENSET Storage Solicitation
Need:
The Coast Guard is seeking a lease for temporary storage of seven generator-engine sets (GENSETs) in the vicinity of Baltimore, MD, Charleston, SC, or Norfolk, VA. The GENSETs must be stored in climate-controlled space; therefore, lease options shall include either existing building space that meet requirements detailed or vacant land with opportunity to build a concrete pad and climate-controlled structure.
Timeframe:
The GENSETs are scheduled to be delivered in early December 2024.
The lease should be written for one year fixed with four option years.
GENSET Specifications:
• There will be four identical Large (Father) GENSETs. The information below is for one:
o Overall Length: 44’ o Overall Height: 16’ o Overall Width: 11’ o Estimated Weight: 167 Tons
• There will be two Small (Son) GENSETs. The information below is only for one:
o Overall Length: 33’ o Overall Height: 16’ o Overall Width: 10’ o Estimated Weight: 82 Tons
• There will be one Emergency GENSET.
o Overall Length: 18’ o Overall Height: 9’ o Overall Width: 6’ o Estimated Weight: 22 Ton
Location:
Preferred locations are in the vicinity of the ports of Baltimore, MD; Charleston, SC; and Norfolk, VA. The GENSETs will arrive via a commercial ship at one of these ports of entry. The leased laydown area/storage facility must have path to barge-accessible waterfront with ability to use heavy lift equipment to move GENSETs to storage facility. Required space must therefore reside in such proximity to the waterfront to avoid over-road transport.
The final storage location should be above the 100-year flood plain level or have ability for adjustments made to overall footprint requirements as noted below to raise GENSETs above 100-year flood plain.
Personnel Access and Physical Security:
Physical access to the GENSETs shall be limited to Coast Guard personnel or their representatives. The Coast Guard, or their representatives, will require access to the GENSETs for regular environmental and security checks and to perform preventative maintenance. (If there is a need to bring on HAZMAT for preservation measures, etc., it will be brought on site and removed once complete. No HAZMAT will be stored on site.)
Site must be enclosed by a MARSEC-1 compliant security perimeter.
Electrical Requirements
These generator sets need electrical power for anti-condensation heaters to reduce moisture and an oil pressure pump for sleeve bearing in order to manually rotate the generator rotor while in long term storage.
The seven generators are as follows:
Item No. Item Description Quantity Manufacturer
1 8593eKW / 8750 kW Generator (Father), Synchronous Machine, AMG 1120XU10 LSE
4 ABB / MaK
2 3165eKW / 3192 kW Generator (Son), Synchronous Machine, AMG 0900SK10 LSE
2 ABB / MaK
3 1730 eKW Generator (Emergency), Synchronous Machine xxx
1 Kato / Caterpillar
The following requirements are for powering the generator anti-condensation heaters and pre-lube oil pumps for long-term storage.
1. Long Term Storage Power Requirements for Father and Son generator Sets.
1.1. Each generator set shall be supplied with 3-phase, 480VAC, 2.5kW power. Generators are designed to be fed with 3-wire, ungrounded supply. A neutral to ground connection may be required.
1.2. A circuit breaker for each anti-condensation heater (800kW max) shall be provided.
1.3. A circuit breaker for each bearing lubrication pump (750kW max) shall be provided.
1.4. An alarm or other means shall be provided to indicate anti-conidiation heaters are off.
2. Long Term Storage Power Requirements for Emergency Diesel Generator (EDG).
2.1. The EDG shall be supplied with 120 VAC single phase capable of supplying 1500W of power.
2.2. A 120VAC circuit breaker for the anti-condensation heater shall be provided.
2.3. An alarm or other means shall be provided to indicate anti-conidiation heaters are off.
Option 1: Existing Warehouse space Square Footage The absolute minimum storage requirement is 6,100 sq-ft to store the GENSETs with minimum 6-foot free space on all sides. See attached floorplan for example storage layout. If required to raise the units above 100-year flood plain levels, the government may furnish 6-ft high stands, consequently raising the minimum storage requirement up to 9,100 sq-ft to accommodate the footprint of added elevated stands under each GENSET.
The sizing requirements stated above do not include additional space that will be required to facilitate movement via a special heavy lift transporter into final storage location. The facility layout and entrance door must therefore be large enough to accommodate maneuvering a Large GENSET via special heavy transportation equipment.
Structure requirements The GENSETs must sit on a concrete foundation suitable for total weight bearing capacity.
Environmental Controls The storage space needs to be environmentally controlled to meet the below specs.
o 50-120 degrees F o Relative humidity below 75%.
Facility Power Requirement (exclusive of HVAC and lighting) Leased space is required to have power supply to meet the requirements in the Electrical Requirements section above. Where sufficient power is not available, allowance may be made for installation of necessary equipment to step-up power to meet below requirements.
The Coast Guard will fund all utility costs.
Option 2: Vacant Land Square Footage The absolute minimum storage requirement is 6,100 sq-ft to store the GENSETs with minimum 6-foot free space on all sides. See attached floorplan for example storage layout. If required to raise the units above 100-year flood plain levels, the government may furnish 6-ft high stands, consequently raising the minimum storage requirement up to 9,100 sq-ft to accommodate the footprint of added elevated stands under each GENSET.
Structure requirements The GENSETs must sit on a concrete foundation suitable for total weight bearing capacity.
Should the property owner not provide, allowance shall be made for construction by the government of such a lay down area. The government must also be able to build a temporary structure to house the GENSETs, providing climate control and power supply as indicated in the subsection below.
Facility Power Requirement (exclusive of HVAC and lighting) Leased space is required to have power available on site and ability for the government to install necessary equipment to step-up power to meet requirements in the Electrical Requirements section above.
The Coast Guard will fund all utility costs.
All Leases will be entered under the US Coast Guard’s Authority 14 USC 501(e).
