About this file

This document is an addendum to a Request for Proposals issued by the Genesee Intermediate School District for GenNET WAN Equipment Upgrade and fiber maintenance services. The addendum addresses vendor questions from a pre-bid meeting held on December 19, 2018, and clarifies project requirements and specifications. The bid submission deadline remains January 16, 2019 at 2:00 p.m. The project involves maintenance of approximately 14 miles of underground fiber optic cable, the majority of which is unarmored. Vendors must provide line item costs for different services, including labor and equipment rates, since exact incident frequencies are unknown. The district maintains current as-built documentation in CAD (DWG) format and requires vendors to update these records as network changes occur, including tracking of splice locations. Some fiber segments located within the Windstream backbone require Windstream to perform repairs, with the selected vendor responsible for initiating contact and monitoring completion.

Bidders must include a performance bond in their bid packet, while a bid bond is not required. The typical insurance deductible is $1,000. Vendors are expected to be members of MISSDIG, the underground utility locating service. Replacement fiber must meet current specifications and operate at 10g speeds; fiber with multiple splices experiencing line loss or failing to meet performance standards will require replacement. As-built updates must be provided as changes occur to the network to maintain accurate documentation of the evolving infrastructure.

Questions

1. How much fiber is underground?

About 14 miles.

2. Is the fiber armored?

Majority of the fiber is not armored.

3. Bid form doesn’t list units. It will be hard to compare apples to apples with vendor costs.

Please provide line item costs for your different services including labor and equipment rates. We won’t know exact counts on number of incidents per month or year.

4. What is your typical insurance deductible cost?

Typical deductible is $1,000.

5. Some fiber is within Windstream backbone and must be repaired by them.

Vendor would initiate contact with Windstream and monitor to completion.

6. Are Bid Bond and Performance Bonds required.

Bid bond is not required for this project. Include performance bond in bid packet.

7. Are you already members of MISSDIG?

Yes.

8. What is meant by replacement of fiber which no longer meets specifications?

Example - perhaps some fiber has been spliced multiple times and we’re having line loss issues. Fiber that isn’t operating at 10g, etc. We would need that fiber replaced.

9. As-builts.

Provide updates as changes happen to the network and keep track of splices on as-builts.

10. Are your current as-builts in CAD?

Yes, it is a DWG file.
