About this file
This is a Generic Commercial Solutions Opening (CSO) issued by the United States Space Force System Delta 80 Small Launch and Targets Division (SYD 80/AMX), also known as the Rocket Systems Launch Program (RSLP), for launch services to support target launch missions. The CSO is issued under DFARS 212.70 and treats all submitted products, technologies, and services as commercial items, regardless of whether they are currently commercially available. The Government plans a phased approach: this Generic CSO solicits industry interest and point-of-contact information, followed by release of a Draft Detailed CSO and an industry day with interested respondents, culminating in a final Detailed CSO to begin the formal acquisition process.
Interested launch service providers must submit responses by 8 May 2026, limited to one page using size 11 font with 1-inch margins, referencing "RSLP Targets." Submissions should include contact information (name, phone number, email), documentation and statements attesting to US Commercial Provider status under the Commercial Space Act of 1998, Title II Public Law 105-303, and a Cage Code to verify active System for Award Management (SAM) registration. Respondents meeting US Commercial Provider requirements will receive the detailed CSO via DOD SAFE. The Government seeks innovative approaches to maximize Launch Availability—defined as the probability of successful launch on the scheduled day, including production capability to meet desired launch dates and rates—while meeting a launch rate of 2-3 times per week. All submissions are voluntary and uncompensated; proprietary information must be clearly marked with usage restrictions identified, and Non-Disclosure Agreements will be executed if necessary.
