About this file
This document contains General Specifications for Cummins Inc. Rugged Mobile Power (RMP) generators across five power ratings, establishing the technical requirements for a potential future federal procurement. The Government seeks commercially available, HEMP-hardened generators in 5 kW, 10 kW, 15 kW, 30 kW, and 60 kW configurations to support mission-critical C4I and NC3 systems across 42 OCONUS USAFE installations. The procurement mechanism is anticipated to be a flexible, multiple-year Blanket Purchase Agreement (BPA) with undetermined quantities; this is currently a Sources Sought pre-solicitation for market research purposes, not a formal solicitation.
All generators must conform to MIL-DTL-32496, operate across environmental extremes from -50°F to 135°F, comply with MIL-STD-461F EMC standards, and be multi-fuel capable (JP-8, JP-4, DF-1, DF-2, DF-A). The 10 kW configuration must be either the Cummins 10RMP-1040A or 10RMP-1041A model, or an equivalent that has successfully passed HEMP survivability testing at NAWCAD Patuxent River or an equivalent DoD HEMP qualification program. All generators must feature rugged 4-cycle industrial diesel engines, 24-volt NATO slave connection starting systems, NBC contamination survivability, low infrared and acoustic signatures, rated power output at altitude, and automatic load control with 3% voltage regulation. The Army Corps of Engineers is the contracting agency, with the Air Force identified as the end-user agency. No response deadline, pricing information, or award timeline is specified in this specifications document.
