About this file
This is a Sole Source Justification (SSJ) document for awarding a firm, fixed-price purchase order to Boeing Digital Solutions, Inc. for General Dispatch Support Services supporting the Commander, Fleet Logistics Support Wing (CFLSW) and 4th Marine Air Wing (4th MAW). The services cover 63 aircraft, including KC/C-130T, C-40A, KC-130J, UC-35C/D, and UC-12F/W series, and provide 24/7/365 worldwide dispatch support including flight planning, international mission clearances, and Air Traffic Control documentation.
The document justifies the sole source award based on Boeing Digital Solutions being the only provider capable of meeting the Navy's unique requirements, including specialized flight planning software, FAA-certified dispatchers with military and commercial airline experience, and the ability to support complex international logistics airlift missions. Market research conducted through a sources sought notice on SAM.gov found no other vendors with the technical capability to perform all required tasks. The base performance period is from 01 June 2025 through 31 May 2026, funded by Operations and Maintenance Navy Reserve (O&MNR) appropriations, with the contract to be awarded under simplified acquisition procedures for commercial items.

Document Number: 25-104
SOLE SOURCE JUSTIFICATION
1. Identification of Agency and Contracting Activity.
The requiring activity is Commander, Naval Air Force Reserve (CNAFR); the contracting activity is
Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting
Department, Regional Directorate.
2. Description of the Action Being Approved.
Award of a sole source firm, fixed price (FFP) purchase order to Boeing Digital Solutions, Inc. (CAGE:
19580), formerly Jeppesen Sanderson, Inc, for General Dispatch Support Services in support of
CNAFR, and more specifically, to the Commander, Fleet Logistics Support Wing (CFLSW).
3. Description of Supplies/Services.
The proposed acquisition is to procure General Dispatch Support Services for the aircraft belonging to the Commander, Fleet Logistics Support Wing (CFLSW) and the 4th Marine Air Wing (4th MAW) who provide 100% of the Navy’s medium and heavy airlift capability. Aircraft include thirty (26) KC/C-
130T; nineteen (19) C-40A; eleven (11) KC 130J; three (3) UC-35C/D; and four (4) UC-12F/W series, totaling sixty-three (63) aircraft – most of which are derivatives of commercial aircraft. General
Dispatch Support Services includes access to 24/7/365 worldwide dispatch support which provides flight crews on extended international missions as well as detachment-assigned missions all necessary flight planning, Theater and Country flight clearances and Air Traffic Control (ATC) filing documentation required to execute all assigned logistics tasking. This enables CFLSW and 4th MAW flight crews to focus on providing superior oversight of mission parameters as well as optimizing the quality of support to end users.
The Boeing Digital Solutions team that provides Dispatch Services has an extensive background in global commercial airline operations, major airframe specifications, and understands the special needs and demanding requirements of the military variant of commercial aircraft. In addition, their dispatchers are Federal Aviation Administration (FAA) certified with significant airline and military dispatch experience.
NOTE: This support is currently being provided through 31 May 2025 under N00189-23-P-Z119 which was awarded to Boeing Digital Solutions, Inc. on a full and open basis in accordance with FAR
13.501(a) by NAVSUP FLC Norfolk Contracting Department, Philadelphia Office.
Performance Periods: One-year base period . The performance periods are as follows:
o Base Period: 01 June 2025 through 31 May 2026 o
Independent Government Estimate (IGE):
total (inclusive of the option period)
Funding Type: Annual Appropriations – Operations and Maintenance Navy Reserve (O&MNR) funds appropriate to the fiscal year (FY25) in which the services commence.
4. Statutory Authority Permitting Sole Source.
The statutory authority permitting this sole source action is 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a).
5. Rationale Justifying Use of Cited Statutory Authority.
The proposed acquisition is to procure the services of Boeing Digital Solutions Dispatch Support, a team of professional aircraft dispatchers who maintain the commercial airline industry standard for providing international flight clearances, computerized/optimized flight plans to all worldwide areas of operations, and 24/7/365 customer support for all late-notice itinerary changes that are inherent with the rapid and flexible nature of the Navy Unique Fleet Essential Airlift (NUFEA) mission.
In addition, Boeing Digital Solutions is currently the sole provider of all flight planning software that is utilized by CFLSW and 4th MAW flight crews to plan and execute complex international logistics airlift missions, which allows the flight crews to enjoy maximum standardization between the products created by the flight planning software and those provided by the Boeing Digital Solutions Dispatchers. This transparency has been critical in allowing pilots to understand and incorporate the large volume of information provided by the Boeing Digital Solutions dispatch team into NUFEA operations, which has led to increased safety margins as well as optimized communications between the Navy Air Logistics
Office (NALO), squadron Operations Departments, flight crews, and the units that NUFEA supports – to include multiple theater commanders. Lastly, utilizing this dispatch solution on extended international NUFEA missions enables flight crews to focus on maximizing crew rest when crossing up to 12 time zones, allows for increased communications opportunities between NALO schedulers, Squadron Operations Departments, flight crews and supported units, and allows mission commanders to focus on end user support as well as mitigating the impacts of mid-mission changes.
Although there may be other companies that can provide segments of General Dispatch Support
Services, Boeing Digital Solutions is the only provider in the industry that has the capacity and the capability to provide all of the services outlined in Section 3 above. Additionally, no other source offers support of military-specific functionality coupled with industry-standard commercial flight planning functionality. This type of support is not found in any DoD mission planning solutions or any other commercial providers’ product and technology suite this time. This is especially critical as these support services are a tailored requirement for all sixty-three (63) of the CFLSW and 4th MAW aircraft, and the services outlined in the proposed acquisition serve as a force multiplier. Based on the aforementioned, only the Boeing Digital Solutions Dispatch Support Services meets the Navy’s mission requirement and no other source will adequately satisfy the Navy’s requirement.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a
Description of Market Research, if applicable, and a List of Interested Sources, if any.
The contracting office released a SSN/RFI notice on SAM.gov on 28 February 2025, which closed on 17 March 2025.
The contracting office sent the responses to the customer (Commander, Navy Air Force Reserves) for an analysis of the responses.
Currently, the General Aviation Dispatch support is provided under contract (N00189-23-P-Z119) awarded to Boeing Digital Solutions, Incorporated of Englewood, Colorado issued by NAVSUP Fleet
Logistics Center, Norfolk, Philadelphia Office. The market research conducted for the incumbent contract at that time showed one other source capable of performing the services required under the
PWS; therefore, the incumbent contract was competed as a full and open competition. The market research conducted for the incumbent contract states that ARINC was in the process of developing their solution to General Aviation Dispatch Support Services but due to an acquisition by Collins Aerospace, the General Aviation Dispatch solution was on hold. However, during the full and open competition, only one quote was received from Boeing Digital Solutions. During the market research for the instant requirement, the customer reached out to ARINC/Collins Aerospace to check on the status of their solution, but the contractor did not say it would be ready for this competition or provide a status update.
Nor did ARINC/Collins Aerospace respond to the sources sought, as they had in the past, to register their interest in this procurement.
The Market Research Team also performed online searches to determine if any other vendors could provide General Mission Dispatch support services to the Government. While it was discovered that all commercial airports had some sort of General Mission Dispatch support services being performed, the team was unable to tell if these commercial services could translate over to the Government and that these commercial vendors could perform all the tasks of the PWS; therefore, the team was unable to conclude that any other vendors had the capability to perform the complete tasks of the PWS.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, the contracting activity has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, the contracting activity will assess whether competition for future requirements is feasible.
In accordance with DFARS 206.303-2(b)(i) and PGI 206.304(a)(S-70)), a sources sought notice was issued on 28 February 2025.
As stated above, the Requiring Activity reviewed the information provided by each firm that responds to the sources sought notice to ascertain whether any of the responders were capable of meeting the
Government’s minimum needs. Based on this review, the Requiring Activity determined that none of the responders possess the technical capability to perform the required tasks.
9. Contracting Point of Contact. The point of contact at NAVSUP Fleet Logistics Center Norfolk, Regional Directorate is Shane MacWilliams, Code (234.2), who may be contacted by e-mail at
