1. BAA Solicitation, page 15 c. Technical/Management Proposal
a. Section 1. sub f of the reference paragraph states "Pages shall be numbered starting with the cover page being Page 1, and the last page being no greater than Page 25 for the Basic IDIQ and Page 15 for TO 0001, TO 0002, and TO 0003. The page limitation covers all information including indices, photographs, foldouts (counted as 1 page for each 8.5 by 11 portion) tables, charts, appendices, attachments, resumes, etc.
b. Section ii. of the reference paragraph states "The Technical/Management proposals for the Basic IDIQ, TO 0001, TO 0002, TO 0003 and TO 0004 shall include a discussion of the nature and scope of the research and the technical approach. Additional information on prior work in this area, descriptions of available equipment, use of base support (if desired), data and facilities and resumes of personnel who will be participating in this effort should also be included as attachments to the technical proposal."
c. It is not clear how providing the requested additional information as attachments to a document that is sequentially numbered from beginning to end will not detract from the available 15 pages or produce additional files for submittal. Please clarify the intended definition of attachment, if the attachments should be provided only with the IDIQ Technical/Management Proposal, or provide additional page count to accommodate the amount of information required if each "additional" topic must be provided in each of the five Technical/Management Proposal.
Each TO Technical/Management Proposal and SOW shall be standalone. The page limitation includes indices, photographs, foldouts (counted as 1 page for each 8.5 by 11 portion) tables, charts, appendices, attachments, resumes, etc. Technical/Management proposals for the Basic IDIQ, TO 0001, TO 0002, TO 0003 and TO 0004 should include prior work in this area, descriptions of available equipment, use of base support (if desired), data and facilities and resumes of personnel who will be participating in this effort as attachments to the technical proposal. Additional pages are not granted.
2. BAA Solicitation & BAA Guide
a. The BAA Solicitation and BAA Guide are silent on Cross Referencing between the IDIQ
Technical/Management Proposal and the TO Technical/Management Proposals (or between TO Technical/Management Proposals and SOWs, etc.). Will the Government permit cross referencing between response documents?
Each TO Technical/Management Proposals and SOW shall be standalone and not cross reference other TO Technical/Management Proposals or the IDIQ Technical/Management Proposal. Any attachments will count toward the page limitations, additional pages are not granted.
3. BAA Solicitation, page 15 Technical/Management Proposal, item c.i.d
a. The BAA Solicitation states "Pages shall be double-spaced". Item g on page 15 also states "The proposal page limit does not include the offeror’s proposed Statements of Work (SOWs); however, the same formatting rules apply to the SOWs, which is limited to 10 pages." Note that the IDIQ SOO itself is 14 single spaced pages.
b. Please clarify if the SOWs are limited to 10 double-spaced pages or 10 single-spaced pages and if attachments (e.g., CDRL list) are excluded from the SOW page count.
c. Request additional pages be allocated to the IDIQ SOW response commensurate with the larger page count allocated to the IDIQ Technical and Management proposal.
The SOWs shall be 10 double-spaced pages. Additional pages will not be granted for the IDIQ SOW. CDRL list is not excluded from the SOW page count.
4. BAA Solicitation, page 15 Technical/Management Proposal, items d & e
a. The BAA Solicitation states (on page 15):
b. d) Pages shall be double-spaced (must use standard double-space function in
Microsoft Word), 8.5 by 11 inches, with at least one-inch margins on both sides, top and bottom.
c. e) All text, including text in tables and charts, must adhere to all font size and line spacing requirements listed herein. Font and line spacing requirements do not have to be followed for illustrations, flowcharts, drawings, and diagrams.
d. Please clarify if the Government is requiring all tables to be double spaced.

5. BAA Solicitation, page 15 Technical/Management Proposal, item c.ii. and BAA Guide page 21
a. The BAA Solicitation states (on page 15):
...Additional information on prior work in this area, descriptions of available equipment, use of base support (if desired), data and facilities and resumes of personnel who will be participating in this effort should also be included as attachments to the technical proposal.
b. The BAA Guide addresses resumes in an outline stating "2.4 Resumes of Key Personnel (no names on the resumes)." Please clarify if resume information should include the names of personnel or only roles/titles.
Only Roles/Titles should be included on resumes. Do not include names.
6. Page 15, IV.2.c.i.f: "f) Pages shall be numbered starting with the cover page being Page 1, and the last page being no greater than Page 25 for the Basic IDIQ". Per BAA Ind Guide 2020 Page 22, format requires a Cover Page, Table of Contents and List of Illustrations/Tables, which will use 3 of the 25 pages. Will the government consider extending the page count to 50 pages?
Additional pages are not granted.
7. Page 15, IV.2.c.i.f: "f) Pages shall be numbered starting with the cover page being Page 1, and the last page being no greater than Page 15 for the TO 0001, 0002, 0003 and 0004". Per BAA Ind Guide 2020 Page 22, format requires a Cover Page, Table of Contents and List of Illustrations/Tables, which will use 3 of the 15 pages. Will the government consider extending the page count to 20 pages?
Additional pages are not granted.
8. Att. 1, Page 4; BAA Solicitation, Page 14: “Please confirm that the Basic IDIQ proposal-Technical and Management volume should cover requirements in SOO sections 4.0 - 4.3.2. The remaining Basic IDIQ SOO sections 1.0 - 3.0 and 5.0 - 6.10 should be covered in the Business Proposal volume and do not go against page count.”

9. Page 13, IV.2.B: Please confirm that an IDIQ or TO Technical and Management volume may reference content in another volume and that such content (e.g., resumes, descriptions of relevant IR&D, past performance) does not need to be repeated in each volume.
Each TO Technical/Management Proposals and SOW shall be standalone and not cross reference other TO Technical/Management Proposals or the IDIQ Technical/Management Proposal. Any attachments will count toward the page limitations, additional pages are not granted.
10. Page 4, 4.5 Software, This SOO Section 4.5 references, "Mission Planning Software Toolkit (Metis) upgrades, any data, and all other software developed." Question: Does the Government intend for the Metis software tool to be utilized by the contractor in performance of TO 03 requirements? Does the Government anticipate the Metis software tool to be provided as GFP, or is the contractor expected to bid the Metis software as part of its proposed solution?
Metis will be provided as GFP in its current state, and so would be available to leverage and/or extend by the contractor in performance of TO 03 requirements.
11. Page 4, Page 11: Section 4, Schedule, paragraph (a.); Section II Award Information, (2.)
Anticipated Funding for the Program: The solicitation document indicates that the period of performance for each task order will be 51 months with 48 months for technical support and three (3) months for final technical reporting. On BAA Page 11, the Funding Profile indicates that the period of performance for each task order will cover four fiscal years from FY22 through FY25. Questions: (1.) Should offerors assume that the period of performance in the Funding Profile for each task will be a total of 51 months, which will extend into FY27 for cost proposal and scheduling purposes? (2.) Does the $4M for each task order cover the 48 months of technical support and the 3 months for the final technical report?
1) The funding profile reflects the year of appropriation. We expect FY25 R&D funds will be last potential increment of funding for the task order. The period of performance for each task order is 51 months as stated at BAA Solicitation paragraph I.4. 2) The $4M should cover all technical performance and any cost associated with preparing final technical reports/deliverable.
12. General: Will the Government provide the Section A, Solicitation Cover Sheet, such as the SF33, for bidders to execute for the BAA IDIQ proposal submission?
An SF33 is not required for proposal submission.
13. BAA Solicitation, page 14, item b, Offerors must propose each of the following to be considered for an IDIQ award, and page 15, item d, Cost/Business Proposal: Several of the same elements are applicable to each task order (for example Section K, Forward Pricing Rate Agreement). Rather than duplicate the material, is it possible to submit one Cost Proposal with the IDIQ and each task order broken out?
Each Cost/Business proposal shall be standalone for each TO. Please see Content and Form of Proposal Section IV, 2, d. for what is applicable to the Cost/Business proposal.
