1. Background

NASA Glenn Research Center (GRC) plans to issue a Request for Quotations (RFQ) for a Blanket Purchase/Agreement (BPA) for General Fabrication and Manufacturing Services. The BPA will be a total small business set-aside and is looking for small business in the industry that may be capable of meeting the contract’s requirements.

The BPA will allow NASA GRC to easily acquire various required fabrication and machining services over the next 5 years which generally have short response times to meet critical research project requirements at NASA GRC. As specific requirements are needed, individual calls will be issued referencing the BPA.

The purpose of the BPA shall be to augment the NASA GRC Machine Shop, Model Shop, Fabrication Shop, Instrumentation Shop, Inspection Department, facilities, and equipment. The Government will solicit fixed price quotes containing total costs, number of labor hours, cost per hour, material cost and delivery on proposed order conditions and specifications. Quotes received will be reviewed and awarded based on the quote that is in the best interest of the Government. The contractor and any subcontracts shall perform only the work as specified in each order. The contractor shall manufacture, fabricate, and dimensionally inspect using either inch or metric dimensions. Further measurement requirements will be described in the solicitation.

Each order may include, but is not limited to, Machining, Fabrication, Welding/Metal Joining, Instrumentation, Inspection/Non-Destructive Testing (NDT), Coating/Surface Treatments, Heat Treat, Materials and Spaceflight Hardware. The specific requirements for this potential procurement are still being defined.

The anticipated release date of the combined synopsis/RFQ for the BPA will be August 26, 2021.

2. General Information

This RFI is used solely for information planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by NASA to form a binding contract. NASA is under no obligation to issue a solicitation or to award any contract based on this RFI. The information provided in response to this RFI will not be made public to protect any propriety company information. Nonetheless, Respondents should clearly and properly mark any propriety or restricted data contained within its submission, so it can be identified and protected.

Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned, and Respondents will not be notified of the result of the review.

All requirements identified herein are tentative and will be finalized prior to the release of any solicitation for quotations. The government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. The information provided is entirely voluntary and will not affect the ability to bid on future requirements. This RFI is for planning purposes only and shall not be considered as an obligation on the part of the Government to acquire any products or services.

No solicitation exists; therefore, do not request a copy of a solicitation. NASA intends to issue a combined synopsis/RFQ this requirement. This is allowable under FAR 13.105(b). It is the potential Respondent’s responsibility to monitor Beta.Sam for the release of any solicitation or synopsis.

NASA may utilize the information provided in developing its acquisition strategy. The information resulting from this RFI may be included in one or more solicitations.

Respondents are encouraged to provide information that is not constrained by limited/restricted data rights. However, if proprietary data is included in a reply, it is to be marked appropriately.

NASA intends to evaluate all data received for potential go-forward options and plans. Please note, NASA, other interested Government agencies, federally funded research and development centers (FFRDCs), as well as support contractors and/or their sub-contractors working on behalf of the Government may review the information. Potential Respondents should only submit information that can be made available to those parties and should note that by submitting information to this request, the above parties will be able to review each Respondent’s information.

3. Request for Information

3.1 Introduction

Within this RFI, the Government has two (2) levels of requirements.

Required Capabilities (Section 3.2) represent a minimum level which every Offeror must maintain in order to be considered for a BPA award in response to the upcoming solicitation.

Suggested Capabilities (Section 3.3) do not represent hard requirements and are intended to inform Offerors of the type of work that may be requested on specific BPA Calls. These capabilities are divided into eight (8) disciplines.

3.1(a) Instructions

Vendors that meet the Required Capabilities at Section 3.2 as well as one or more of the disciplines at Section 3.3 should submit a Capability Statement as well as the following basic company information:

a) Business Name

b) Location of Reprocessing Facility

c) DUNS Number

d) Business Size

e) Specialized Designations (i.e. 8(a), Women-owned, Veteran-owned)

f) Point-of-Contact Name

g) Point-of-Contact Information (i.e. Telephone Number, Email Address)

Responses to this RFI shall be submitted no later than 5:00 PM EST on August 26, 2021.

3.2 Required Capabilities

NASA Glenn Research Center (GRC) intends to issue a combined synopsis/RFQ to determine the potential of small businesses capable of meeting NASA/Glenn’s requirements for metallic materials in support of our research and development programs.

A brief description of requirements are as follows:

1. Furnish all personnel, facilities, services, equipment, supplies, materials, and transportation

2. Must meet strict research schedules

3. Work to specifications such as (but not limited to) Government-furnished drawings, sketches or written narratives

4. The Contractor shall conform to various NASA and industry standards/codes as specified in task orders. Such standards/codes include (but not limited to) all applicable internal/external NASA Glenn Research Center Management documents.

5. Perform accurate machining and handwork for precision tolerances, fits, and finishes. Dimensional tolerances will vary with hardware and may range from general (+/- .020 inches, 125 RMS) to tight (+/- .0001 inches, 4 RMS) constraints depending on the nature of the work

6. Manufacture, repair, rework, or modify research and facility hardware to include, but not be limited to; structural members and assemblies

7. Modification of aerospace and aeronautical models

8. Two-hour response time on urgent delivery orders

9. Three-day response (or less if required) on requests for quotes

10. The use of Quality Management System

11. The Contractor shall inspect all completed tasks prior to delivery to the Government to ensure compliance with the task order and specified standard. The Contractor shall furnish a final inspection report with completed tasks.

Discipline 2. Fabrication

a. Metal forming. Conventional and specialized forming processes of metals and their alloys in various sheet, plate and structural forms.

i. Typical metal sheet sizes are .016” X 48” X 144” to .250” X 48” X 144”.

ii. Special plate sizes may exceed 1 inch thickness and/or measure 72” X 144”.

iii. Structural forms include commercially available angle, channel, I-Beam, H-Beam, pipe, rod, bar, etc.

iv. Forming processes include the ability to fabricate similar structural configurations not available utilizing high capacity precision metal cutting/forming equipment, such as manual or power shears and slip rolls, hydraulic press brakes and punches. Fastening metal components utilizing certified commercial fasteners.

v. This includes a wide variety of standard and aerospace approved fasteners. (i.e. bolts, nuts, screws, rivets, Jo-bolts, Helicoils, Cherry fasteners, etc. Water-Jet Cutting Programmable Press Brake

Discipline 3. Welding/Metal Joining

a. Silver Soldering

b. Torch Brazing

c. SMAW -Shielded Metal Arc Welding (stick) various steels, alloy steels, nickels, and stainless steels. Used for thicker sections, structural items.

d. GMAW- Gas Metal Arc Welding (Mig, solid wire) various steels, alloy steels, nickels, and stainless steels. Capable of welding thinner sections with this equipment 1/8 thick and below, and also used on some thicker sections some structural items.

e. FCAW- Flux Cored Arc Welding (Mig flux cored wire) various steels, alloy steels, some nickel alloys, and stainless steels. This process is used in heavy production or structural welding.

f. GTAW-Gas Tungsten Arc Welding (TIG) Aluminum, various steels, alloy steels, tool steels, nickel alloys, precipitation hardened steels, stainless steels. Process used in thinner applications or when weld quantity must be exceptional. Can also be used in thicker sections.

g. GMAW- Gas Metal Arc Welding (Mig aluminum welding) Aluminum materials, mostly used for welding aluminum structural or thicker sections.
