About this file

This is a Cost Proposal Form for RFP No. 2026-09 issued by Glades Electric Cooperative (GEC) for Oil Spill Cleanup in Post-Disaster Environment services. The RFP solicits emergency response services for the containment and cleanup of petroleum-based releases, including diesel fuel, gasoline, and mineral oil dielectric fluid spills resulting from equipment failures, accidents, hurricanes, storm surges, and tornados. The scope of services is non-exhaustive and may include additional services beyond those specifically listed. The Master Services Agreement will be activated through a Notice to Proceed, Task Order, or Task Release with specific work details and locations provided at the time of authorization. The contract term covers 2026 and 2027.

Bidders must submit labor rates and equipment rates for both 2026 and 2027 on the provided form, with labor categories including Supervisor, Operator, Laborer, and Laborer Assistant at straight time (ST), overtime (OT), and double time (DT) rates. Equipment rate submissions are required for various vehicles and equipment such as pickup trucks (ranging from 1/2 ton to 1 ton in both 2WD and 4WD configurations), flatbed trailers, and skid steers. The form permits bidders to add additional labor positions and equipment types as applicable. All lodging, meals, and fuel costs not included in the submitted rates must be documented as pass-through costs with no markup to remain FEMA compliant. Contractors are responsible for providing all labor, equipment, and incidental materials, as well as for proper disposal of all associated debris and contaminated materials in accordance with Florida Administrative Code Chapter 62-777, and must complete GEC's Spill/Leak Form documenting GPS location, spill type and volume, and equipment numbers.
