This is a Sources Sought Notice issued for market research purposes only. This notice is not a request for proposals, quotations, or bids. This notice does not constitute a commitment by the Government to issue a solicitation, award a contract, or reimburse any costs associated with responding to this notice.

The Government is conducting market research to determine the availability and capability of sources that can provide a broad range of General Electric Power Conversion (GE) exclusively authorized OEM parts and service technician services to maintain the automation and propulsion systems onboard multiple MSC ship classes in support of MSC’s Engineering Division (N7). GE currently owns all the proprietary and technical data to these systems.

The Government currently satisfies this requirement under Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract No. N3220521D4113. The current ordering period expires on 30 September 2026. The Government intends to extend the current IDIQ’s ordering period up to an additional six (6) months. The anticipated modification is not expected to expand the existing scope of services but is intended to continue current support requirements for the stated limited interim period under the original awarded ceiling amount.

This contract is to provide all management, supervision, personnel, labor, materials and equipment (except for Government furnished items) required to maintain and support machinery plant systems and components on MSC vessels. This includes Machinery Centralized Control System (MCCS), propulsion and electrical generation machinery, the T-AKE and TESB Class vessels, Power Take Off (PTO)/Power Take In (PTI) systems installed on certain T-AO Class vessels, LCC-20 Class GE Assured Power Modifications and possibly the T-ESD and T-AK Class vessels along with any other MSC Government Owned, Government Operated (GOGO) vessel with General Electric Power Conversion supported equipment installed. Support shall include periodic equipment grooms, engineering design, technical representative visits, telephone consultations, remote technical support via e- mail and phone, hardware and software configuration management services, new/overhauled parts supply, onsite/offsite training, assistance in accomplishing technical refresh efforts to address obsolescence issues, and other related tasks.

Respondents are encouraged to provide any feedback regarding industry’s ability to access GE’s proprietary data and technical data to provide OEM parts and services for the above GE systems. Specifically, the government is seeking feedback about:

· Industry’s ability to provide a fully staffed team, meeting all professional and clearance requirements in accordance with COMSCINST 5521.1 Series.

· Any companies that are GE authorized service providers and authorized distributors for the above systems.

· Any companies that are MSC certified as a non-OEM service provider for the above systems in accordance with COMSC Instruction 4490.1C Qualification Requirements for Items Critical to Shipboard Safety on Military Sealift Command Vessels and COMSC Instruction 4490.1C Qualification Requirements for Items Critical to Shipboard Safety on Military Sealift Command Vessels. Please go to https://www.msc.usff.navy.mil/Business-Opportunities/Contracts/Qualification-for-Items-Critical-to-Shipboard-Safety-on-MSC-Vessels/ for complete details.

Each response shall include:

· Company name

· Company address

· Company point of contact, phone and email address

· Company Business Size (i.e., other than small business or small business)

· Feedback on the ability to meet all requirements listed above.

The NAICS Code is 541330 – Engineering Services. Please limit responses to two (2) pages. Not responding to this request does not preclude participation in future requests, if such are issued.

General questions and responses shall be submitted electronically via email to Brandy Hernandez at brandy.j.hernandez6.civ@us.navy.mil and Timothy Lewis at timothy.lewis60.civ@us.navy.mil no later than 24 September 2026, 9:00AM Eastern Standard Time.
