About this file

This document is a draft Statement of Work (SOW) for the Naval Air Systems Command (NAVAIR) acquisition, maintenance, and sustainment of the General Electric (GE) Concept Laser M2 System. The SOW defines the requirements for the procurement, delivery, installation, software, technical support, initial consumables, initial and follow-on operator and maintenance training, and preventative and/or full-service maintenance for the GE M2 system.

The related federal contract opportunity is a Sources Sought notice for the acquisition of the GE Concept Laser M2 System. The Government anticipates a single-award IDIQ contract with Firm Fixed Price CLINs. To be eligible, offerors must be authorized resellers of the GE Concept Laser M2 system and able to access the OEM maintenance manual. The anticipated NAICS code is 333248 - All Other Industrial Machinery Miscellaneous, with a small business size standard of 750 employees. Responses to the Sources Sought are due by 04 SEP 2024, and the Government plans to issue an RFQ in 4Q FY24 and make an award in 1Q FY25.

Statement of Work (SOW)

Naval Air Systems Command (NAVAIR)

Commercial-Off-the-Shelf (COTS) General Electric (GE) Concept Laser M2 System (GE M2)

Acquisition, Maintenance and Sustainment

1.0 Introduction

The requirement is for the acquisition, delivery, installation/integration, initial outfitting of consumables (i.e. nozzles, machine parts, laptop etc.), software, software licenses, training, technical support services, and maintenance (routine and preventative) for the GE

Concept Laser M2 system. Through the use of GE M2 system, NAVAIR has the capability to increase and maintain current readiness, and provide an increasingly integral part of initial production by the original equipment manufacturer (OEM) in a cost-effective manner. The GE M2 will provide NAVAIR the ability to avoid the multi-step tooling design, manufacturing, and setup process typical of conventional manufacturing methods. Therefore, reducing costs in the area of operational and support budgets over the life cycle weapon systems and support equipment. The GE M2 technology also will maintain DoD weapon systems’ readiness agility to meet global conflicts.

1.1 Background

The NAVAIR Sustainment Group, Additive Manufacturing (AM) Integrated Product Team (IPT) has developed and proven AM capability as a viable means to enhance supply system response time to the warfighter. Additionally, AM provides an enabling capability to increase current readiness, expeditiously respond to emerging combatant commander threat requirements, and become an increasingly integral part of initial production by the original equipment manufacturer (OEM). As the AM capability continues to mature, the industrial process will become a driver for cost reduction in the area of Operational and Support costs over the life cycle weapon systems and support equipment.

2.0 Scope

This SOW defines the acquisition of the GE Concept Laser M2 system as identified in Attachment 1 System Description. This requirement includes the procurement, delivery, installation, software, technical support, initial consumables, initial and follow-on operator and maintenance training and related sustainment support, and preventative and/or full-service maintenance for each system.

Sustainment support includes: AMS problem resolution, user manual support, original equipment manufacturer (OEM) reach-back capability for software and hardware component updates, engineering investigations with corrective actions for system anomalies, and initial training (basic and advanced) for procured and installed system(s). Specific tasking will be defined at the delivery order level. System options may include controlled atmosphere, motion, disposition system, laser, sensing, and software. Specific tasking shall be defined at the delivery order level.
