Statement of Work For Engineering Drawing Interpretation, Basic Geometric Dimensioning and Tolerancing (GD&T) and Advance Geometric Dimensioning and Tolerancing (GD&T) Courses
1.0 BACKGROUND:
The Naval Surface Warfare Center Indian Head Division (NSWC IHD) is committed to offering career enhancing training for its employees. The Workforce Development (WFD) Branch is responsible for coordinating employee training and career development opportunities. WFD will host three separate courses; an Engineering Drawing Interpretation, Basic and Advance GD&T courses for NSWC Indian Head Engineers, Drafters and Technical Subject Matter Experts Staff.
2.0 SCOPE OF WORK:
The course curriculum shall provide visuals in the form of color animated computer graphics and physical models of various materials to simulate parts, gages, and inspection of equipment to enhance the educational experience. The course instructions shall include, at a minimum, basic language to allow attendees to recognize and identify GD&T symbols and feature controls, definitions of controls, types of tolerances, fastener formulas, and tolerance stack-up analysis. Attendees will review actual prints and definitions, which shall be customized (Pro-Engineering oriented) to those that are produced by NSWC IHD. This instruction shall include instructor feedback.
Topics of the Engineering Drawing Interpretation course should include but not be limited to:
· Introduction to Engineering Drawings:
· Initial drawing interpretation examination
· The need for engineering drawings
· Actions involved in producing and issuing drawings
· Drawing reproduction
· Where drawings are needed and who uses them. Level 1, 2, and 3 drawings
· ANSI Y14.5 overview
· Engineering Drawings and Drawing Control:
· Initial drawing examination results review
· Drawings encountered in the manufacturing environment
· Assembly, detail, altered item, mechanical schematic, exploded assembly, and tooling drawings
· Engineering changes and the configuration management process.
· The ECO process.
· Drawing control systems.
· Drawing Arrangement and Views:
· Drawing structure
· The need for different drawing sizes
· Locating information using zones
· Drawing notes and parts lists
· Title, tolerance, and application blocks.
· Drawing views
· Basic orthogonal projection concepts
· One, two, and three view drawings
· Auxiliary views Topics of the Basic GD&T course should include but not be limited to:
· Why is GD&T needed and what are its advantages over the tradition method?
· Explain the key concepts and definitions on which the Standard is based
· Overall perspective of what an engineering drawing is and why it is important
· The basic concepts of GD&T
· How to apply GD&T to a part drawing
· A detailed look at Datums (the most important concept in GD&T), How are they created? How are they applied? And what do they mean on the drawing?
· Properly select datums, lay out dimension, and specify machining features and tolerances in accordance with the Standards
· A thorough look at Bonus tolerance and concept of virtual condition which lays a key role in Mating parts
· Explanation of Symbols and their inspection methods (how to label drawings and how to understand the labeling) Topics of the Advance GD&T course should include but not be limited to:
· Apply geometric tolerancing to parts and assemblies
· Perform detailed tolerance stacks and analysis
· Perform mechanical tolerance stack and analysis on linear and axial assemblies
· Geometric Tolerancing of Patterns of features
· Calculating geometric tolerances and boundaries
· Using Composite position control for controlling patterns and features
· How to use Datum targets on irregular shape parts
· Projected Tolerance zone
· Methodology of tolerancing slots
· Comparison of composite control vs multi segment control
· Refinement of orientation of form controls
3.0 DESCRIPTION OF REQUIRMENTS:
The three courses shall educate attendees on the basics through advanced elements of GD&T, thus allowing them to successfully interpret drawings and gain an understanding of requirements and standards of the American Society of Mechanical Engineers (ASME) Standard Y14.5-2009 (the ‘Standard’). The Basic and Advance GD&T courses shall be tailored to actual drawings used by NSWC IHD Engineers (Pro-Engineering oriented) as well as provide concepts, language, and techniques for symbols, datum reference frames, and material condition modifiers.
The Contractor shall have GD&T instructor(s) performing work under this purchase order must have a Geometric Dimensioning and Tolerancing Professional Certification with the American Society of Mechanical Engineers.
4.0 INSTRUCTOR QUALIFICATIONS
The Contractor shall have Instructors responsible for teaching these courses shall possess a Geometric Dimensioning and Tolerancing Professional Certification with the The American Society of Mechanical Engineers. The Contractor shall have Instructors with fifteen (15) years of experience teaching this subject to Navy Commands.
5.0 PERIOD OF PERFORMANCE:
The Contractor shall have a curriculum ready to deliver training within 30 days after contract award. The Government Technical Point of Contact (TPOC) listed below and the Contractor shall agree upon the actual course dates and locations. Due to the COVID pandemic, each course shall be offered either virtually or face-to-face (once training restrictions are removed). When offered virtually, the training must be delivered through MS Teams or Adobe Connect.
Each course shall accommodate up to 25 students maximum per course. Engineering Drawing Interpretation sessions shall be either one (1) or two (2) consecutive days, with a minimum of eight (8) educational hours per day, from 0800-1630. Both GD&T sessions shall be three (3) consecutive days, with a minimum of eight (8) educational hours per day, from 0800-1630, for a total of twenty-four (24) hours of education. The Contractor shall provide course materials consisting of textbooks for basics and advance instruction, pocket guides, and other materials as applicable, up to 25 maximum per course. All course material shall be provided to each attendee on the first day of each course in accordance with (CDRL A001).

· The Contractor shall conduct Advance GD&T sessions four (4) times during the year The period of performance shall be for two (2) years. This will consist of a 12-month base period and 12-month option period.
6.0 LOCATION:
The courses will be conducted virtually or at the following NSWC IHD locations: Main Side Indian Head, MD and Stump Neck Annex, Indian Head, MD at a building location to be determined. Additional location may include Picatinny Arsenal, NJ based on need. The Government provided facilities and equipment, including rest rooms, will be accessible to individuals with disabilities and meets all Americans with Disabilities Act of 1990 requirements.
7.0 EVALUATIONS AND CERTIFICATIONS:
The Contractor shall provide course evaluation forms/surveys at the end of each course, allowing participants to provide comments regarding the course and make recommendations for improvements in accordance with Contract Data Requirement List (CDRL A001). The Contractor shall provide a summary of the information contained on the individual evaluation forms/surveys to the Government TPOC listed below upon completion of each course (CDRL A001).
Upon completion of each course, the Contractor shall deliver certificates to each participant which state at a minimum; the name of each participant, course title, and the date the course was completed (CDRL A001).
8.0 GOVERNMENT FURNISHED MATERIAL:
The WFD Branch will provide all facilitation supplies. Facilitation supplies include LCD projector, flip chart and/or dry erase board, and markers (if required).
9.0 USE OF GOVERNMENT FACILITY:
The Government will be responsible for providing the facility to accommodate the students and training instruction.
10.0 SECURITY:
The Contractor shall ensure the instructor(s) is able to gain access to NSWC IHD to instruct the course. Instructors must be U.S. citizens and must be able to provide the required documentation to obtain entry.
