GEOTECHNICAL DATA REPORT

1 SCOPE

The information provided in this section encompasses the geotechnical field investigations available for this project. The investigations consist of vibracore borings, and surficial samples.

The associated boring logs and laboratory data are presented in paragraphs 4.6 and 4.7, respectively. A character of materials paragraph is included to provide a comprehensive description of the materials utilizing both recent and historical knowledge of the project area. Also included in this section are definitions of terms and boring log notes, which provide additional explanation of the boring logs and drilling techniques.

Items discussed in the character of materials paragraph may not appear explicitly on the boring logs. Based on historic knowledge of the project area, the character of materials paragraph includes items that supplement the data documented by the boring logs. When reviewing the boring logs, use all of the data on the logs, including the materials description, legend, and blow counts. When evaluating the subsurface conditions, use all of the data, including the character of materials paragraph and boring logs.

During the solicitation period, any questions that pertain to the information provided in this section should be addressed to the contract specialist identified in Block 9 of SF1442. After contract award, questions should be addressed to the appointed ACO/COR, which will coordinate with Geotechnical Branch.

2 CHARACTER OF MATERIALS

2.1 THE LOCAL GEOLOGY

The Kings Bay Entrance Channel (St. Mary's Inlet/Fernandina Harbor) separates Cumberland Island to the north from Amelia Island to the south and is part of southeast Georgia and northeast Florida coastal plain. Surficial sediments composed of sands, shell, soft silts and clays are Holocene (present to 12k years Before Present (BP)) and Pleistocene (12k to 1.8 Million Years ago (Mya)) in age. These surficial sediments represent barrier island and marsh/lagoon facies of numerous shoreline complexes. Sparse Pliocene (1.8 Mya to 5.3 Mya) siliciclastics underlie these Pleistocene sediments. Extensive deposits of the Miocene (5.3 Mya to 23.8 Mya) aged Hawthorn Group lie just under most surficial sediments in the Kings Bay Entrance Channel. The composition of the Hawthorn Group is highly variable, reflecting different depositional environments and repeated reworking of the sediment in response to sea level fluctuations on the shallow water shelf. The lithologies of the Hawthorn Group include limestone, dolomite, clay, and quartz sands with a notable quantity of phosphorite.

2.2 MATERIALS ENCOUNTERED

The Kings Bay Entrance Channel has been dredged to the maximum authorized depth with allowable over-depth multiple times over the life of the project. The most recent dredging of the Kings Bay Entrance Channel was last completed in 2021. Therefore, all shoaled materials are newly deposited in the channel through normal coastal processes occurring in and around inlets.

As such, all of the recent vibracore logs were collected prior to the last dredging event, but are representative of the shoaled material.

The shallow sediments on the upland adjacent to Kings Bay Naval Submarine Base are typified as fine to medium-grained sands interbedded with silty and/or clayey fine sands that extend to a

Naval Submarine Base Kings Bay, Entrance Channel, Maintenance Dredging, Cut-1N Through Range-E, 49, 45, and 44-Foot Project, Camden County, 00 31 32 - 4 depth of at least 50 feet below ground level. It is anticipated that these upland materials will also be present in the shoaled maintenance dredging areas within Range C to Range E.

Rock in the allowable over depth areas may or may not have been previously dredged as part of a continuous maintenance program, and may exist as gravel to boulder size rock fragments. If encountered, in situ rock is not required to be dredged.

The boring locations are shown in Plate 1 through Plate 9.

2.2.1 Entrance Channel, Cut 1-N, Station 00+00 to Station 100+00

The shoaled materials in this portion of the Entrance Channel consist of fine to medium sand-sized quartz and minor silt with varying amounts of sand to gravel-sized shell fragments. Whole and broken angular shell fragments ranging in size from sand to cobble-size greater than 3” have been present in previous dredging events.

The western portion of this reach of the channel was originally excavated in rock; therefore, rock fragments could be encountered when dredging to the lower elevations. Any in-situ rock, if encountered, is not required to be dredged. Additionally, occasional beds of oyster shells were encountered during historical explorations.

2.2.2 North Turning Basin, Entrance Channel, Cut 1-N

The shoaled material in this portion of the north turning basin is predominately poorly graded, fine sand-sized to gravel-sized shell fragments with fine to medium sand-sized quartz.

2.2.3 South Turning Basin, Entrance Channel, Cut 1-N

The shoaled material in this portion of the south turning basin is predominately poorly graded, fine to medium sand-sized shell fragments with fine to medium-sized sand-sized quartz. Hard limestone rests below the shoaled materials between -45 to -47 feet MLLW.

2.2.4 Entrance Channel, Cut 1-N, Station 100+00 to Station 200+00

The shoaled materials in this portion of the channel and settling basin consist predominately of poorly graded, fine to medium sand-sized quartz with minor silt and varying amounts of sand to gravel-sized shell fragments. Whole and broken angular shell fragments ranging in size from sand to cobbles have been present in previous dredging events.

Materials that shoal in this area have been placed on the beach for numerous annual dredging cycles.

2.2.5 North Settling Basin, Entrance Channel, Cut 1-N

The shoaled materials in this portion of the north settling basin are predominately poorly graded, fine to medium sand-size quartz with medium sand-sized to cobble sized shell.

2.2.6 South Settling Basin, Entrance Channel, Cut 1-N

The shoaled materials in this portion of the south settling basin range from poorly-graded to silty sand, fine sand-sized quartz with silt and fine sand-sized to cobble sized shell fragments.

2.2.7 Entrance Channel, Cut 1-N, Station 200+00 to Station 500+00

The shoaled materials in this portion of the channel are highly variable in composition and has historically been placed in the ocean dredged material disposal site (ODMDS). It has been determined that the material does not consistently meet beach/nearshore quality criteria. Shoaled materials vary from poorly-graded, medium to fine sand-sized quartz to silty sand, silt, and clay

Naval Submarine Base Kings Bay, Entrance Channel, Maintenance Dredging, Cut-1N Through Range-E, 49, 45, and 44-Foot Project, Camden County, 00 31 32 - 5 with few shell fragments. Whole and broken angular shell fragments vary from sand to cobble-size greater than 3”.

2.2.8 Range A, Inner Entrance Channel, Station 0+000 to Station 8+000

The shoaled material in this portion of the channel is predominately fine to medium-grained sand-size quartz with minor amounts of sand to gravel-sized shell.

2.2.9 Range A1, Inner Entrance Channel, Station 8+000 to Station 10+000

The shoaled material in this portion of the channel is predominately fine to medium-grained sand-size quartz with minor amounts of sand to gravel-sized shell.

2.2.10 Range A2, Inner Entrance Channel, Station 10+000 to Station 12+000

The shoaled material in this portion of the channel is predominately fine to medium-grained sand-size quartz with minor amounts of sand to gravel-sized shell.

2.2.11 Range B, Inner Entrance Channel, Station 12+000 to Station 15+350

The shoaled material in this portion of the channel is predominately clayey sand and clay with gravel to cobble-size limestone fragments. At some locations, some gravel sized limestone fragments left behind by previous dredging events may also be encountered.

2.2.12 Range C, Inner Entrance Channel, Station 15+350 to Station 22+500

Depending on the location or depth, the materials to be dredged include fine to medium sand, silt, and clay. Trace to little shell is also present. At some locations, some gravel to cobble sized limestone fragments left behind by previous dredging events may also be encountered.

2.2.13 Range D, Inner Entrance Channel, Station 22+500 to Station 30+750

Depending on the location or depth, the materials to be dredged include fine to medium sand, silt, and clay. Trace to little shell is also present. At some locations, some gravel to cobble sized limestone fragments left behind by previous dredging events may also be encountered.

2.2.14 Range E, Inner Entrance Channel, Station 30+750 to Station 31+800

Depending on the location or depth, the materials to be dredged include fine to medium sand, silt, and clay. Trace to little shell is also present. At some locations, some gravel to cobble sized limestone fragments left behind by previous dredging events may also be encountered.

4.4 BORING LOG NOTES

All vibracore borings were sampled using an Alpine style, pneumatic vertical hammer, vibracore drilling apparatus having a continuous 20-foot by 3 or 3 1/2-inch core barrel with clear plastic core liner until refusal was encountered. Refusal is defined as no additional penetration of the vibracore with two minutes of additional effort applied to penetrate through the resistant layer at maximum vibration.

Surficial samples GS-KBC03-01 to GS-KBC03-12 and SS-KBEC09-1 to SS-KBEC09-22 were taken using a clam shell bucket sampler.

4.5 INSPECTION OF RECOVERED MATERIALS

4.6 BORING LOGS

Applicable boring logs are presented on the following pages.

The borings presented in this section include available historic borings within the project area.

Most of the materials within the project template presented on the boring logs have been removed by previous dredging events with subsequent shoaling of similar materials. The current elevations of the materials at these locations are shown on the contract drawings.

While the Government’s borings are representative of subsurface conditions at their respective locations and vertical reaches, local variations in the characteristics of the subsurface materials of this region are to be expected. Accordingly, prospective offerors shall form their own conclusions from the examination of the recovered materials prior to submission of their offer.
