About this file

This email exchange between Kim Morales from GCAP Services, Inc. and Ethan Widlansky from the City of Santa Monica's Community Development Department pertains to a prevailing wage determination for a Request for Proposal (RFP) for an economic consultant project. The project involves analyzing advertising revenue generation and market saturation effects for a new digital signage ordinance on the Third Street Promenade and Santa Monica Place shopping center. The City seeks a qualified consultant to prepare a valuation analysis and market study to inform the ordinance's regulatory framework and assist in negotiating revenue sharing with future signage operators for an initial 5-year term with an option to renew for 2 years.

Kim Morales clarifies that this is considered a professional service and would not be covered under prevailing wage requirements. The bid advertised date will determine the State Wage Determination. The project aims to help the City Council implement permanent revisions to the City's Sign Code governing off-site digital displays, with the Community Development Department looking to evaluate potential sign locations, position density, spacing, and size to help inform policy discussion and implementation.

Hi Kim—

We’re aiming to post the RFP this week. Are you able to send us a prevailing wage determination?

Please see revised project information below:

Title: Request for Proposal - Economic Consultant for Digital Signage Ordinance on Santa Monica's Third Street Promenade

Summary: The Community Development Department is looking for a qualified economic consultant to assist the City in analyzing advertising revenue generation and market saturation effects for a new digital signage ordinance on the Third Street Promenade and the Santa Monica Place shopping center. The new ordinance would establish new regulations and development standards to permit large scale, off site digital signage. The City is requesting services from a qualified consultant in preparing a valuation analysis and market study of the new ordinance, including the potential for revenue generation and advertising saturation. The study will be used to inform the ordinance's regulatory framework as well as negotiation of future development agreements. In addition, the consultant would assist the City in negotiating revenue sharing with future signage operators for an initial 5 year term with option to renew for 2 years.

Let me know what else you might need. Thank you!

Hi Kim, I hope you’re well. I’m working on putting together an RFQ on OpenGov for Santa Monica’s Community Development Department. I see there is a requirement for a prevailing wage determination. Do you issue a determination before we submit the RFQ for review by Procurement? What information do you require to issue a determination?

Project title: Request for Qualifications - Market Study and Regulatory Development for Digital Signage Ordinance on Santa Monica's Third Street Promenade

Early draft summary: City Council approved Interim Community Ordinances to boost business on the Promenade and increase signage flexibility, including the use of digital signage.

The City is now looking into making permanent revisions to the City's Sign Code that would govern off-site digital displays on the Third Street Promenade and nearby mall. The Community Development Department is looking for vendors to evaluate potential sign locations, position density, spacing, and size to help inform policy discussion and implementation.

Thanks for your help!

Cheers, Ethan
