About this file
This document is a Request for Information (RFI) issued by the Congressionally Directed Medical Research Programs (CDMRP) for the Glioblastoma Research Program (GBMRP) Fiscal Year 2024. The purpose of this RFI is to solicit community input on identifying knowledge gaps, targeted outcomes, and therapeutic needs that can advance the state of glioblastoma research and improve patient care.
The RFI requests information on the following areas: 1) the most promising research topics, 2) underfunded/under-resourced areas, 3) needed study types, 4) innovative research areas, and 5) obstacles/challenges facing researchers and the patient community. Responses to this RFI will inform the agenda for a virtual GBMRP stakeholders meeting on June 28, 2024, where participants will discuss these issues. After the stakeholders meeting, a vision setting meeting will be held to recommend an investment strategy for the $10 million FY24 GBMRP appropriation. This RFI is not a solicitation for proposals, and no contract will be awarded. Responses are due by 4:00 PM EST on May 29, 2024 and should be submitted through a SurveyMonkey link.

GBMRP Survey Monkey Subject: Glioblastoma Research Program Fiscal Year 2024 Stakeholder Request for Information

Responders are solely responsible for all expenses associated with responding to this RFI. The government reserves the right to use any information submitted in public documents or websites. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. The information which is being requested shall be entered into Survey Monkey; therefore, the government is unable to protect proprietary/sensitive information. Interested parties shall not submit proprietary and/or sensitive information through Survey Monkey.
2.0 SUBJECT: The Congressionally Directed Medical Research Programs will hold a stakeholders meeting where individuals with relevant expertise and lived experience will be brought together to identify knowledge gaps, targeted outcomes and product needs that can advance the state of the science and improve patient care. To expedite the process, the CDMRP is currently requesting information on the identification of knowledge gaps, targeted outcomes and therapeutic needs that can advance the state of the science and improve patient care for individuals diagnosed with glioblastoma. The CDMRP will select stakeholders who respond to this RFI for invitation to attend the virtual stakeholders meeting. Response to this RFI does not guarantee an invitation.
3.0 BACKGROUND: According to the National Cancer Institute Surveillance, Epidemiology, and End Results, or SEERS, Program, glioblastoma affects three persons per 100,000 in the United States annually, making this cancer the most common type of brain cancer. The NCI Center for Cancer Research reports that glioblastoma is highly aggressive with a median survival of 15-18 months, while SEERS data demonstrates that only 6.2% of patients survive five years post diagnosis. A Glioblastoma Research Program, GBMRP, for fiscal year 2024 is included in the Consolidated Appropriations Act, 2024 at $10 million. The FY24 GBMRP will be managed by the CDMRP according to congressional intent. All CDMRP-funded research must be relevant to Service Members, their Families, Veterans and/or the American public.
CDMRP has developed a best-practices-based, flexible management cycle (https://cdmrp.health.mil/about/fundingprocess) that is responsive to the needs of both the individual programs and the requirements of the stakeholders for each program, including Congress, the DOD, researchers, patient communities and the American public. CDMRP will utilize this management cycle to administer the GBMRP. To initiate this process, CDMRP will hold a virtual GBMRP stakeholders meeting on 28 June 2024 where individuals with relevant expertise and experience will be brought together to identify knowledge gaps, targeted outcomes and therapeutic needs that can advance the state of the science and improve patient care. To set the stage for stakeholder discussions, this RFI is being used to solicit community input. Responses and subsequent meeting discussions are anticipated to inform the research landscape and identify opportunities for research. After the stakeholders meeting, a vision setting meeting will be held to recommend an investment strategy for the FY24 appropriation to answer some of the unmet medical needs, knowledge gaps and patient community concerns identified during the stakeholders meeting.
4.0 RESPONSE INSTRUCTIONS:
Please provide responses to the RFI below. It is anticipated that your input will take 10-15 minutes.
CDMRP is currently requesting information on the identification of knowledge gaps in areas of disease biology/etiology, diagnosis, prevention, interventions and patient needs in glioblastoma.
*Questions denoted with an asterisk are required. All other questions are optional.
1. *What area or topic within glioblastoma research do you feel holds the most promise to advance the field? Please limit each response to no more than 150 characters.
2. *In your opinion, which of the following areas is most underfunded/under-resourced in glioblastoma? Please choose a maximum of two.
· Prevention
· Treatment
· Etiology/Risk Factors
· Biology/Pathobiology
· Diagnosis and Prognosis
· Quality of Life
· Other (please state): __________
3. *The glioblastoma field would benefit from more ______ studies. Please choose a maximum of two.
· Initial Concepts/Early Ideas (basic research, new innovative ideas, high-risk:high-gain studies and novel, potentially groundbreaking concepts)
· Clinical/Translational (advancement of basic research studies; studies involving clinical specimens or existing human data)
· Team Science (multidisciplinary studies; collaborative efforts across multiple PIs and/or institutions)
· Clinical Trials (research studies in which one or more human subjects are prospectively assigned to one or more interventions – which may include a placebo or another control – to evaluate the effects of the interventions on biomedical or behavioral health-related outcomes)
· Other (please state):____________
4. Please list a maximum of three innovative areas/topics that could revolutionize the course of glioblastoma research and/or clinical care.. Please limit each response to no more 250 characters.
5. What obstacles or challenges are researchers and the patient community facing that could potentially be addressed by the GBMRP? Examples could include: lack of research resources such as disease models or biobanks; difficulties with collaboration or data sharing; limited understanding of basic science; or patient access to clinical trials, etc. Please limit each response to no more than 250 characters.
