About this file

This document is a Statement of Objectives (SOO) for the upgrade of the Gray Butte Data Acquisition and Transmission System (GBDATS) at Edwards Air Force Base. The SOO describes the performance requirements, constraints, and objectives for the microwave radio system upgrade. The key objectives are to provide a turnkey solution that includes new Nokia 9500 MPR microwave radio equipment and associated services such as installation, training, warranty, and maintenance. The government is seeking an authorized Nokia reseller who is a small business to provide the required products and services. This is expected to result in a firm-fixed price acquisition with a base year and four option years. The SOO also outlines requirements for site surveys, installation, testing, training, and maintenance support. The related federal contract opportunity is a solicitation for the GBDATS upgrade with brand name requirements for Nokia equipment. It will be awarded using a lowest price technically acceptable (LPTA) evaluation methodology.

Statement of Objectives for the

Gray Butte Data Acquisition & Transmission System

(GBDATS)

Upgrade

1. Background Gray Butte Data Acquisition and Transmission System (GBDATS) is a two-hop microwave radio system which links Gray Butte Field Airport to Edwards Air Force Base (AFB), with a mid-point at Shadow Mountain. GBDATS is needed to support General Atomics flight test operation of Unmanned Aerial Vehicles (UAV). GBDATS maximum data rate is currently sufficient to supports the data load at Gray Butte.

However, two telemetry antennas are being installed at Shadow Mountain. Each antenna can generate up to four streams of data and one stream of High Definition (HD) video. GBDATS needs to be upgraded to transport this additional data load generated by these two new telemetry antennas to Edwards AFB.

2. Performance The new microwave radio system will have the aggregate, end-to-end data rate of at least 460 Mbps with at least 99.98% availability. The fade margin at this data rate will be at least 20 dB.

3. Constraints The new microwave radio system will be of the Nokia 9500 MPR family, the same equipment as of the existing West DATS, for ease of operation and maintenance, and for compliant with Radio Frequency Authorization (RFA) which took more than a year to obtain.

The radios for the first link between Edwards and Shadow Mountain A will be all-indoor while the radios for the second link from Shadow Mountain B to Gray Butte will be of split configuration, with Indoor Units (IDU) and Outdoor Units (ODU).

The radios bandwidth will be 29.90 MHz and there will be two transmit frequencies at each site for aggregation. The transmit frequencies will be as follows:

a. Edwards (to Shadow Mountain A)

i. 7,435 MHz

ii. 7,525 MHz

b. Shadow Mountain A (to Edwards)

i. 7,735 MHz

ii. 7,225 MHz

c. Shadow Mountain B (to Gray Butte)

i. 7,855 MHz

ii. 7,795 MHz

d. Gray Butte (to Shadow Mountain B)

i. 8,215 MHz

ii. 8,155 MHz

4. Objectives The contractor will provide a turn-key solution to upgrade GBDATS. It consists not only of equipment (hardware, software), but also of services as described in the subsections below.

More details of equipment and services can be found in the attached “Bill of Material”, derived from a Nokia quote with the prices removed.

4.1. Equipment Objective

The contractor will provide all the new microwave radio equipment (hardware, software) and spares, except for all the existing antennas and waveguides which will be reused.

The locations of the antennas, the antennas elevation on the towers, and the antennas models are as follows.

a. Edwards (to Shadow Mountain A)

i. Lat: 34° 52’ 57.68” N

ii. Long: 117° 59’ 27.21” W

iii. Antenna Elevation: 60’ AGL

iv. Antenna Model: HPX8-71W

b. Shadow Mountain A (to Edwards)

i. Lat: 34° 44’ 15.41” N

ii. Long: 117° 33’ 38.87” W

iii. Antenna Elevation: 50’ AGL

iv. Antenna Model: PXL8-71E

c. Shadow Mountain B (to Gray Butte)

i. Lat: 34° 44’ 15.11” N

ii. Long: 117° 33’ 38.97” W

iii. Antenna Elevation: 15’ AGL

iv. Antenna Model: PXL6-71E

d. Gray Butte (to Shadow Mountain B)

i. Lat: 34° 33’ 56.24” N

ii. Long: 117° 40’ 51.27” W

iii. Antenna Elevation: 15’ AGL

iv. Antenna Model: VHLPX4-71W

4.2. Service Objectives

4.2.1 Installation Objective

Prior to installation, the contractor will coordinate with the government to conduct site surveys at all three sites: Edwards, Shadow Mountain, and Gray Butte. The site surveys will cover visual inspection of the equipment location, and collection of information or data relevant to the preparations for the subsequent installation.

For the installation, the contractor will remove all existing microwave radio equipment at all three sites (Edwards, Shadow Mountain, and Gray Butte), except for all antennas and waveguides which will be reused. The contractor then will install and configure the new microwave radio equipment, align the antennas if needed to obtain the Receiving Signal Level (RSL) as indicated in the Pathloss analysis. Finally, the contractor will conduct Bit Error Rate (BER) test of 10-6 on each hop of the system. Then the BER test will be conducted for the system end-to-end for at least 24 hours to make sure it can meet the 10-6 goal and the system does not generate any errors.

4.2.2 Training Objective

The contractor will provide training on operation and maintenance of all components, hardware and software, of the new microwave radio system. The training will be at the manufacturer site, for at least six people, for at least one week. The training will take place shortly after the new microwave system is installed, tested, and operational.

4.2.3 Warranty and Maintenance Service Contract Objective

The contractor will provide warranty and maintenance service contracts for the first five years.

They will include gold-level technical support, return for next business day replacement, and system software update subscription.
