About this file
This document is a Request for Qualifications/Request for Proposals (RFQ/RFP) issued by the Georgia State Financing and Investment Commission (GSFIC) on behalf of the Georgia Department of Corrections for a private cellular 5G solution at a new state prison in Davisboro, Washington County. The project involves designing and implementing a secure, isolated telecommunications infrastructure utilizing CBRS (b48/n48 spectrum) to support the operational, security, and communication needs of a correctional facility. The project encompasses approximately 800,000 square feet spread across thirteen buildings on a 200-acre site, with coverage required inside buildings and outdoor areas within the perimeter double fence. The RFQ/RFP is a two-step process with a Statement of Qualifications due on June 3, 2025, followed by interviews and design/implementation cost proposals for finalist firms. The overall project completion is targeted for the first quarter of 2027.
The procurement will evaluate firms based on qualifications (50 points), project approach (25 points), and overall impression (25 points), with a separate 100-point scoring for cost proposals. Proposers must demonstrate experience with private 5G network communications projects, provide detailed team qualifications, and submit various technical documents including product datasheets, initial device layout, RF propagation plans, and warranty documents. The project's network cabling will be provided by the construction manager using Power over Ethernet (POE++), and proposers are instructed not to include cabling costs in their proposals. Firms must meet minimum qualifications including being registered to do business in Georgia, having sufficient bonding capacity, and maintaining specific commercial general liability insurance coverage.

Cost Proposals shall be scored by dividing the total fee proposed by the lowest firm by the total cost proposed by the firm and multiplying the result by 100. For example, if Firm A proposed $105 and Firm B proposed $125, Firm A would be awarded 100 points ((105 ÷ 105) × 100 = 100).
Firm B would be awarded 84 points ((105 ÷ 125) x 100 = 84).
7. FINAL SELECTION – Qualifications/Interview SCORE combined with Cost Proposal SCORE
a. Calculation of Qualifications/Interview Score Upon completion of the Interviews by the Selection Committee, each member of the Selection Committee will score the firms based upon the Qualifications Criteria listed above. GSFIC Procurement will then compile the Qualifications Scores for each firm and calculate the average Qualification/Interview Score for each firm.
b. Calculation of Cost Proposal Score Upon completion of the scoring for Qualifications, GSFIC Procurement will score each Cost Proposal. Cost Proposals shall be scored by dividing the total fee proposed by the lowest firm by the total fee proposed by the firm and multiplying the result by 100. For example, if Firm A proposed $105 and Firm B proposed $125, Firm A would be awarded 100 points ((105 ÷ 105) × 100 = 100). Firm B would be awarded 84 points ((105 ÷ 125) x 100 = 84).
c. Calculation of Total Score = Cost Proposal Score (100 possible points) + Qualifications Score (100 possible points)
The Qualifications/Interview Score will be added to the Cost Proposal Score. The selection committee will take into consideration the scores of each firm when finalizing the selection. Negotiations will then be initiated with the selected firm to finalize the terms and conditions of the contract. In the event a satisfactory fee agreement cannot be reached with the selected firm, the Owner will formally terminate the negotiations in writing and enter into negotiations in turn with the second highest ranking firm and so on until a mutual agreement is established and the Owner awards a contract.
The Owner reserves the right to request additional information for clarification or that adjustments be made to a Cost Proposal if it determined there is a need to do so.
