Statement of Work

For

Gas Analysis Gas Chromatography System

1 April 2024

I. Background:

The Aerospace Fuels Laboratory (AFPET/PTPLH) has a requirement for one Gas Analysis Gas Chromatography System. This is a requirement to support the Space Launch partners at Cape Canaveral Space Force Station (CCSFS).

II. Scope:

Please see Minimum Technical Requirements.

III. Minimum Technical Requirements:

• Must include gas sampling valves and sample loop for analysis of permanent gases suited for connection direct to sample gas cylinder

• Must include a 30m × 0.53 mm × 20 µm 5A Molsieve column for separation of permanent gases

• Must include split inlet

• Must include a Thermal Conductivity Detector (TCD)

• System must be configured for capillary gas chromatography columns

• System must include hydrogen sensors and safety shutdowns appropriate for use with hydrogen carrier gas

• Must include carrier gas filter kit suitable for hydrogen gas

• System must include a control workstation, including monitor, keyboard, and mouse

• System must include software for instrument control, calibration, data capture, and data analysis

• Be configured for standard 120V single phase, 60Hz electricity

• Include on-site familiarization training for the instrument and software

• Include installation and qualification of the system after delivery

• Be delivered to location at Cape Canaveral SFS, FL within 16 weeks after receipt of award with all manuals and instructions for instrument operation as electronic copy

IV. Qualifying Country Products:

All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.

V. Delivery and Training:

Aerospace Fuels Laboratory, AFPET/PTPLH, is designated as the office responsible for inspection and final acceptance of the supplies or services provided in this order.

A receiving report shall be accomplished immediately upon receipt and acceptance of supplies.

The Gas Analysis Gas Chromatography System shall be delivered to location noted within 16 weeks after receipt of award (with all manuals and instructions for instrument operation as electronic copy).

VI. Warranty:

The Gas Analysis Gas Chromatography System shall be free from defects in material and workmanship upon delivery. The warranty shall be honored by the Contractor for all items delivered for this requirement for at least one (1) year after receipt under normal and proper use in accordance with the instrument user manual.

VII. Invoice and Payment:

The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective. The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award.
