About this file
This is a Limited Sources Justification and Approval/Sole Source Justification document issued by the Defense Threat Reduction Agency (DTRA) dated August 11, 2026.
DTRA proposes to issue a sole source, firm-fixed-price procurement to Gartner IT Research and Strategic Advisory Service located at 56 Top Gallant Road, Stamford, CT 06902. The procurement will provide three Gartner Executive Program licenses and one 40-person Research license to support enterprise-wide IT planning and execution of information technology service delivery to the agency. The Three Executive Program Licenses provide dedicated, tailored support for senior IT leadership (CIOs, CTOs) with strategic outlooks, forecasting, and access to a global network of executive peers. The One Research License grants 40 staff members comprehensive access to Gartner's core IT research, white papers, methodologies including the Magic Quadrant, and expert analyst inquiries to support daily operational and architectural decisions. The estimated cost for the one-year subscription is redacted in the document.
The justification cites FAR 6.103-1 authority for the sole source award, asserting that only Gartner can provide services at the required level of quality and specialization. Gartner's unique qualifications include unmatched research scale with over 1,280 Research Analysts and 127,000 research documents across 27 core technology areas; an Executive Program connecting over 12,000 senior IT leaders globally with 4,400 Executive members compared to competitors' approximately 400; proprietary Magic Quadrant and vendor viability assessments as industry standards; and specific domain expertise in supply chain management, cloud/network gateway security, and legacy-to-open architecture transitions. Market research evaluated competing firms but determined they lack Gartner's volume of analysts, extensive executive network, and corporate viability focus. The Contracting Officer determined the anticipated cost is fair and reasonable, evaluated against the DoD Enterprise Software Initiative Blanket Purchase Agreement for Gartner licenses. DTRA will continue surveying the market annually to determine if alternative sources should be considered for future subscriptions.
