Sole Source Justification (> SAT)
Document Type and Overview
This is a Sole Source Justification (> SAT) document dated August 3, 2026, submitted by a Virginia Contracting Activity at Joint Base Anacostia-Bolling for J&A Control Log # J-FY26-0100. The Government intends to place a Firm-Fixed Price order under Gartner, Inc.'s Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA) N66001-19-A-0049 for commercial research subscription licenses, with the action restricted to sole source award to Gartner, Inc. The estimated total value and specific quantity details are redacted.
Products/Services and Justification
The requirement is for Gartner commercial subscription licenses providing access to proprietary research libraries, decision tools (Magic Quadrant, Critical Capabilities, Hype Cycle, IT Key Metrics), benchmarking data, and analyst inquiry features. The acquisition excludes embedded contractor personnel, consulting services, and custom research. The Government justifies the sole source approach under GSAR 778.7104-3(b)(1)(ii) based on unique or highly specialized capabilities available exclusively from Gartner. Three mission-critical capabilities are uniquely available only when combined: standardized analytical frameworks essential for technology investment decisions, comprehensive analyst coverage across multiple technology domains, and TOP SECRET facility clearance enabling integration of classified operational requirements with commercial technology assessments. Market research confirmed that alternative providers (Forrester Research and IDC) offer only partial coverage and different analytical frameworks that cannot substitute for Gartner's standardized positioning methodology. The contract period extends five years with fixed pricing established at award to avoid escalation risk and support price reasonableness determinations. Fair and reasonable pricing is supported through comparison with GSA rates (approximately 5% lower), historical pricing analysis showing favorable volume discounts, and industry benchmark validation. The Firm-Fixed Price contract type is appropriate given catalog-based subscription pricing with no Government performance risk and compliance with DFARS 208.7402 requirements for commercial software procurement through enterprise software agreements.
