About this file

This document is an Exception to Fair Opportunity Justification for the Federal Communications Commission (FCC) to procure Gartner Research and Advisory Subscription Services. The FCC is seeking to renew its subscription to Gartner's services, including Executive Programs, Technical Professionals, and other offerings, for a 12-month base period with four 12-month option periods. The total estimated contract value is for 9 user licenses. The justification cites FAR 16.505(b)(2)(i)(B) as the basis, stating that Gartner is the only vendor capable of providing the unique and highly specialized services required to meet the FCC's technical and functional needs. The Contracting Officer has determined the pricing to be fair and reasonable based on comparison to Gartner's GSA MAS and FEDLINK IDIQ contract rates. The FCC will continue to perform market research annually to explore other potential solutions.
