About this file
This document is a Scope of Work (SOW) for crane services at the Garrison Dam Spillway in North Dakota. The U.S. Army Corps of Engineers requires a contractor to provide a crane capable of lifting a 24,000 lbs Geoprobe 3230 track mounted drill rig and support equipment into and out of the spillway on two specific dates: 2 June 2025 for insertion and 11 July 2025 for removal. The crane must meet strict technical requirements, including maintaining a gross aggregate load under 350,000 lbs, keeping the crane's center of gravity at least 30 feet from the stem wall, and navigating a spillway with a 25-foot wall height and a 10-foot deer fence.
Additional requirements include submitting an Accident Prevention Plan per EM 385-1-1, adhering to specific safety protocols, coordinating with USACE drilling representatives, and providing a crane operator and support personnel. The contractor must plan for limited access via a fixed ladder and will need to sign onto a Hazardous Energy Control work permit. The exact insertion point will be determined by USACE in coordination with the contractor, and the total duration for each lift is specified as 1 day or less. The contractor will not be compensated for wait times resulting from poor coordination.

Scope of Work Crane Services for Garrison Dam Spillway Modification Frost Blanket Investigation 19 May 2025
The Contractor shall provide a crane capable of lifting, placing, and removing a 24,000 lbs Geoprobe 3230 track mounted drill rig and support equipment (less than 24,000 lbs) into and out of the Garrison Spillway. The Contractor shall submit details and plans on the required crane and lifts.
The following requirements shall be met:
1. The crane shall be capable of supporting a load of 24,000 lbs, have a relatively long reach, and meet these additional requirements:
a. The gross aggregate load from the crane, rigging, and lifted load shall not exceed 350,000 lbs and during any point of the lift the center of gravity of crane with outriggers deployed shall not be closer than 30 feet to the stem wall.
b. The top of the spillway wall to the floor of the spillway is approximately 25 feet.
c. The deer fence on the spillway wall is 10 feet tall above ground surface.
d. This is a critical lift due to the lift being out of the operator’s view.
2. One mobilization and demobilization to place the drill rig and support equipment into the spillway shall be required on 2 June 2025. The duration of work required to place the drill rig and support equipment shall be 1 day or less.
3. A second mobilization and demobilization to remove the drill rig and support equipment from the spillway shall be tentatively required on 11 July 2025; the required date will be determined by the Government and communicated to the Contractor one week in advance of the required date. The duration of work required to remove the drill rig and support equipment shall be 1 day or less.
4. The Contractor shall submit an Accident Prevention Plan (ENG Form 6293) and Emergency Plan per EM 385-1-1 dated March 2024 section 2-7. The Contractor shall include all required appendices including AHA and site-specific plans (for example: Standard or Critical Lift Plan, Section 16-7) as stated in ENG Form 6293. All crane operation, rigging, and equipment shall adhere to EM 385-1-1.
5. Contractor personnel access to the spillway is limited to a fixed ladder. Contractor personnel shall be required to sign onto the Corp’s Hazardous Energy Control work permit prior to entering the spillway slab.
6. The Contractor shall deliver the crane to the site shown on the attached figures;
the exact insertion point will be determined by USACE in coordination with the Contractor based on site conditions.
7. The Contractor shall provide all equipment and perform all work necessary to insert and remove the drill rig and support equipment. This shall include coordination with the USACE drilling representative and the Garrison Dam Project Office point-of-contact so that crane activities can be planned and appropriate crane-support equipment provided.
8. The Contractor is responsible for coordinating with the USACE drilling representative and the Garrison Dam Project Office point-of-contact to minimize wait time. The Contractor will not be compensated for any wait time resulting from poor coordination with the POC’s.
9. The Contractor shall provide a crane operator and any necessary support personnel. These costs shall be included in the proposal.
