| 1.0 | PURPOSE: The objective of this effort is to perform research, development, design, prototyping, integration, testing, accreditation, installation, enhancement, sustainment, and demonstration of technologies and concepts in support for Global Application Research, Development, Engineering and Maintenance (GARDEM) 2 software baselines. This effort will support GARDEM 2 enterprise platform and mission application software baselines. |
| 1.1 | BACKGROUND: Access to information enables the rapid employment of the right military forces at the right place and time to achieve strategic objectives while preventing any adversary from doing the same. To achieve this position of dominance, GARDEM 2 customers require a never-ending flow of state of the art technological capabilities to assemble actionable information from multiple data sources in order to establish and maintain battle space situational awareness and understanding. Technology development and maintenance will be focused on data as a service (DaaS) platform and enhancement functionality that integrates external systems and provides data visualization, data analysis, and multi-source data fusion to support battlespace situational awareness and understanding, mission management, and intelligence operations. Emphasis will be placed on development that enables re-use across the above mission areas as well as in other domains. |
| 2.0 | DESCRIPTION OF SERVICES: The Contractor shall fulfill requirements of Research and Development (R&D), software sustainment, and maintenance activities supporting the functional and technical requirements of the Air Force, Department of Defense, Intelligence Community (IC) and other federal agencies. The work may include, but is not limited to: hardware and software procurement, analytical studies, system feasibility studies, system design, system trade-off studies, rapid prototyping, system demonstrations, software development, system(s) simulations, functional test and evaluation analyses, security test and evaluation analyses, software enhancements, rapid implementation, sustainment, installation support (hardware and software), training documentation, and technology integration technology transition, and program management. Developed software under this effort is to be completely maintainable, modifiable and without reliance on non-delivered computer programs or documentation. Ensure the design of the software will make use of existing software and allow for subsequent reuse to the maximum feasible extent. The work will be performed in support of operational systems to include, but not limited to, the following GARDEM 2 software baselines: |
· Data and Platform Services: Data and platform services include backend services that enable data management security, and query, data storage, user authentication and authorization, user management, user collaboration tools, job scheduling, and the hosting of end-user facing applications.
· Data Visualization, Dashboards, and Search: Web based capabilities and services packaged into user interfaces that enable users to create, save, and share customizable presentation dashboards, select data sources, perform analysis by creating, saving, and running queries, perform text based faceted and boolean search, and define, create, and edit visualizations. The data visualization and dashboard capabilities enable geospatial and temporal analysis. Visualization and dashboard capabilities are collaborative tools that enable users to save, share, and export the data, visualizations, and products created within the capability.
· Intelligence and Activity Reporting: Serves as a bridge between disparate communities who might not otherwise share data by providing a standardized reporting framework across intelligence and operations disciplines. This common framework allows structured operational and intelligence information to be shared vertically and horizontally as part of a flexible, user-defined workflow process. The tool collects, correlates, aggregates, and exposes information as part of the end-user’s individual information lifecycle requirements. This capability enables manual data entry and supports flexible data structures through the ability to author forms.
· Data Curation and Integration: This capability provides a user interface to connect authoritative data sources, perform retrieval at query time, merge and join data, and create, edit, and save virtual datasets as collections for SQL based and tabular data.
| 2.1 | Research and Development (R&D): Research, design, develop, engineer, implement, prototype, test and integrate software and hardware solutions, including prototypes, COTS, and GOTS to meet Government approved objectives both inside this Task Order’s (TO’s) relevant technologies and other technologies as directed by the Government. This includes new mission IT capabilities and tools as well as support to existing software and systems. These software and hardware solutions will integrate, correlate, and fuse intelligence, operational, mission management, and collections data from a variety of databases and requirements workflows to display the data, and provide access to the data from external systems via application and enterprise services. | |
| 2.1.1 | Tasks include but are not limited to system installations (para 4.7), testing (para 4.16), documentation (para 4.6), Problem Report / Change Request (PR/CR) management (para 4.2), systems engineering (para 4.5), Authorization and Assessment (A&A) (para 4.17), interface management (para 4.4), and integration. |
