United States Government Accountability Office Upon the basis of the following Justification, I hereby approve, as the Contracting Officer, the solicitation of the proposed contract described using other than full and open competition consistent with 41 U.S.C. § 3304(a).

11. Actions Taken to Overcome Competition Barriers for subsequent acquisition NOTE: Justification approvals.
(1) For proposed orders exceeding the simplified acquisition threshold, but not exceeding $650,000, the ordering activity contracting officer's certification that the justification is accurate and complete to the best of the ordering activity contracting officer's knowledge and belief will serve as approval, unless a higher approval level is established in accordance with agency procedures.
(2) For a proposed order exceeding $650,000, but not exceeding $12.5 million, the justification must be approved by the Controller. This authority is not delegable.
(3) For a proposed order exceeding $12.5 million, but not exceeding $62.5 million, the justification must be approved by the Controller. This authority is not delegable.

| TextField3: The purpose of this action is to award a bridge contract to Versar Security Systems Inc. for Integrated Electronic Security Systems (IESS) maintenance. The current contract (GAO-15-SB-0008) was awarded incorrectly and must be re-competed. The current contract expires March 31, 2016 and a bridge contract must be put in place to allow time for a new competition. |
Only one source is capable of providing the services at the level and time frame required. GAO is in the process of re-competing this acquisition and it would not be able to conduct a competitive acquisition for the 12 month period of performance required hereunder.

Maintenance and Installation Services as outlined in the statement of work:
- provide normal. preventive. an emergency maintenance for the various components of the IESS which include Access Control.
Intrusion Detection. and CCTV systems
- provide upgrades/updates to the IESS and its components on an as-needed basis
- Perform IESS database configuration and programming changes on an as-needed basis
- Provide IESS system documentation management and updates
- Perform installation of systems and components in support of the IESS on an as-needed basis
- Provide technical advice and solutions related to the IESS
- Serve as the interface between GAO and the proponent for the IESS system Software House TextField3: Market research was not conducted because there is insufficient time to bring on a new contractor to fulfill the critical requirement provided under the existing contract.
TextField3: Due to the highly sensitive nature of these services it is critical that GAO continues with the incumbent contractor. This extension will ensure that all security devices protecting our secure rooms, computer rooms, and employees continue to operate without disruption. Loss of these services could result in security violations, a delay in authorized access to the building (Headquarters/ Field Offices), and loss of basic safety/security to all GAO employees, contractors, and GAO tenants. Further given the nature of these services, it would be impossible for any contractor to step in and provide the required expertise and services without unacceptable delays.

| TextField3: The subsequent acquisition will be a full and open, open market competition. The solicitation will be posted to FedBizOpps to ensure maximum competition. The previous contract was issued using GSA Schedule 84, the RFQ was not posted to GSA e-Buy, the RFQ's were sent to 5 vendors via e-mail and the solicitation was only open for 12 days. The new competition will provide the vendors with a minimum of 30 days to respond to the solicitation, this should ensure that we receive responses from new vendor and not just the incumbent. |
