About this file

This Limited-Sources Justification document details a bridge task order for the National Nuclear Security Administration (NNSA) to maintain and enhance its Program Management Information System Generation 2 (G2). The 18-month contract (12-month base with 6-month option) will be awarded to Cadre5 LLC of Knoxville, Tennessee under GSA Multiple Award Schedule contract 47QTCA21D00FT, with a total estimated value of $12,304,659.20. The Time & Materials contract will provide support in two task areas: Agile Technical Development Leadership and Agile Technical Development.

The justification stems from a protested procurement of a previous task order, with NNSA seeking to prevent service disruption across seven program offices that rely on the G2 system for managing approximately $3.8 billion in annual appropriations and tracking over 5,300 NNSA assets valued at nearly $120.9 billion. Cadre5 was selected due to its unique knowledge of the system's modules and technologies, with NNSA determining that following normal procurement procedures would result in unacceptable delays. The agency plans to compete a new requirement after developing updated specifications, with this bridge task order ensuring continuity of critical system support until a new solicitation can be issued.

LIMITED-SOURCES JUSTIFICATION

NATIONAL NUCLEAR SECURITY ADMINISTRATION

OFFICE OF INFRASTRUCTURE POLICY AND CONTROLS (NA-912)

August 2025

I. AGENCY IDENTITY AND CONTRACTING OFFICE

The Office of Infrastructure Policy and Controls (NA-912) of the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) intends to contract for services to maintain and enhance NNSA’s Program Management Information System Generation 2 (G2) by using a limited sources authority. The contracting activity is the NNSA Headquarters Services Acquisition Branch (NA-PAS-314).

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

This new bridge task order is a follow-on requirement from the current task order 89233124FNA400627 for G2 system support services for NNSA.

The new task order is planned for 18-months (consisting of a 12-month base and a six-month option to extend services period) to Cadre5 LLC (Cadre5) of Knoxville, Tennessee under General Services Administration (GSA) Multiple Award Schedule (MAS) contract 47QTCA21D00FT. The anticipated contract type is Time & Materials. Cadre5 will continue to provide support to NNSA’s Program Management Information G2 system.

Cadre5 currently provides G2 software development management and support services. The new bridge Task Order will be awarded to Cadre5 to prevent a lapse in services during the contract cancelation of the recently competitively awarded task order for these same services. Due to the changes in the requirement, a new solicitation will need to be issued to acquire the necessary support.

III. DESCRIPTION OF SUPPLIES AND/OR SERVICES

The G2 system is widely used across the NNSA to manage approximately $3.8 billion of annual appropriations with mission activities including managing real property and equipment data for over 5,300 NNSA assets with a replacement plant value of nearly $120.9B. Under the resulting contract, Cadre5 shall provide support in two distinct task areas to include: Agile Technical Development Leadership and Agile Technical Development. Cadre5 providing support to these two distinct task areas ensures the G2 program will be able to continue program and performance management support to multiple offices within the NNSA while keeping the G2 system secure, high performing, and dependable.

The estimated value of this acquisition is:

Base Period $8,189,772.80 Option to Extend $4,114,886.40 Total: $12,304,659.20

IV. LIMITED SOURCES AUTHORITY AND RATIONALE

The authority permitting limited sources is Federal Acquisition Regulation FAR 8.405- 6(a)(1)(i)(A) – An urgent and compelling need exists, and following the Federal Supply Schedule (FSS) ordering procedures would result in unacceptable delays.

NNSA requires continued support of the G2 system to ensure mission success and it cannot afford to follow normal procedures as this would result in unacceptable delays. Cadre5’s experience and current involvement in supporting the G2 system affords it the unique knowledge of the modules, technologies, and customer requirements for the G2 system, that are necessary to meet impending deadlines. As stated earlier, due to changes in the requirement, a new solicitation will need to be issued to acquire the necessary support. Cadre5 would be required to continue the current services as a lapse in G2 development support would adversely affect seven program offices within NNSA and lead to unacceptable disruptions and delays. Each program depends on G2 for the operational oversight of NNSA mission areas including: Defense Nuclear Nonproliferation, Defense Programs, Infrastructure, and Environment, Safety, and Health. If development support were not available, the system infrastructure would not be maintained and access to critical technologies in the stack would lapse, leading to a lack of service. Execution of programs, planning and programming efforts, and management of over $4B in annual allocations would be negatively impacted, creating lapses in funding, project delays, and an inability to appropriately respond to internal and external reporting requirements. Therefore, NNSA considers the continuity of the G2-related services as urgent, and following the normal procedures would result in unacceptable delays.

V. CONTRACTING OFFICER DETERMINATION OF BEST VALUE

The Contracting Officer has determined after considering the level of effort and the mix of skills quoted for the tasks, that Cadre5’s quoted price represents a reasonable total price and will be the best value for the Program consistent with FAR 8.404(d). The pricing is in accordance with the contractor’s GSA MAS schedule. Since GSA has already determined the price of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable, a fair and reasonable pricing determination has been properly made.

VI. MARKET RESEARCH

NNSA previously solicited the required work through a request for quotations; received several quotations; and awarded a resultant task order under a protested procurement. While NNSA is, therefore, aware of other potential contractors, to prevent a lapse in services it is compelling that Cadre5 continue performance of the requirement in the short-term.

VII. OTHER FACTS

The previous Task Order, 89233124FNA400587 was competed and awarded to Tripoint Solutions, LLC (TriPoint) on May 14, 2024, but the award was protested by the incumbent contractor Cadre5 on May 24, 2024. A Stop-Work Order was sent to Tripoint on May 28, 2024. A bridge Task Order 8923324FNA400627 was awarded to Cadre5 on June 28, 2024, and expires on August 31, 2025.

Since the GAO decision on September 10, 2024, there have been changes to the requirement. The Program is developing the requirement which will capture all changes to be implemented. The new requirement will be competed.

VIII. STEPS TO FOSTER COMPETITION

A competitively awarded task order for the subject work is expected to be issued upon the development of NA-912’s updated requirement.
