Statement of Work
BACKGROUND.
The Department of Interior (DOI) U.S. Geological Survey (USGS), Colorado Water Science Center has a requirement for sample analysis of benthic macroinvertebrate samples.
The USGS collects benthic macroinvertebrate samples from streams in the vicinity of Colorado Springs, Colorado and Pueblo, Colorado. These samples will be picked/analyzed and QA/QC measures must be taken to ensure that all insects are accounted for in the samples. Work shall be completed by an individual(s) in the career field of entomology with extensive knowledge of benthic taxa occurring in the Southern Rockies and Southwestern Tablelands Level III ecoregions (Omernik, 1987), and benthic communities influenced by urbanization.
SCOPE
Services, non-personal, to provide all plant equipment, labor, travel, and materials (unless otherwise provided herein) necessary for sample analysis as described below.
TASK 1. The contractor shall process the benthic macroinvertebrate samples to the standards of the method described by Barbour and others (1999).
Process Description. During the sorting process the contractor may subsample the samples using a gridded picking tray or standard picking tray. The contractor shall sort a minimum of 300 organisms from the sample from a minimum of one randomly selected cell in the grid. If necessary, additional, randomly selected, cells may need to be sorted to ensure the 300-organism minimum is reached. Once the 300 minimum is reached, the remaining debris in that cell/fraction will be sorted to completion. This approach may result in more than 300 organisms being sorted.
TASK 2. The contractor shall search the entire remaining sample for large/rare taxa not encountered in the subsample following the subsampling described above.
TASK 3. The contractor shall retain all portions of the sample (extracted organisms, sorted detritus, unsorted detritus) during sorting.
TASK 4. The contractor shall place closely related taxa (e.g., order) into vials labeled with the sample identification number, and date.
TASK 5. The contractor shall preserve all midges and oligochaetes by microscope slide mounting as needed for identification, and any new taxa will be permanently mounted for the voucher collection.
Quality Control (QC) MEASURES INCLUDED BY THE CONTRACTOR:
The contractor shall provide a QC Plan with its proposal/bid and adhere to the QC Plan.
The contractor is responsible for QC within the following standards/requirement:
For QC checks on sorting, all samples will be checked (that is, the remaining debris in the sorted sample or subsample fractions will be re-sorted) by a taxonomist or experienced technician. If the number of animals found in the remaining debris is greater than 5% of the number of animals counted by the original technician, then the original technician/taxonomist shall be instructed to re-sort the subsampled fractions of the sample until the 95% threshold is achieved. These results, including those for failed and re-sorted samples, will be documented and delivered for all of the samples.
For QC checks on identification and enumeration, 10% of all samples will be randomly selected. A different taxonomist will re-identify and re-count all the organisms in the samples. The Coefficient of Community, (Whittaker 1975), will be used to document the similarity between the identifications and counts of the original taxonomist and the QA check. The Jaccard similarity index (Jaccard, 1912) will be used to document the similarity between the identifications of the original taxonomist and the QA check.
Values for either index must indicate = 95% similarity between the original and QA check for the QA to be a pass. If the similarity is less than 95%, then the differences between identifications and/or enumerations will be resolved, and the identifications of the affected taxa are re-confirmed in all other samples in which those taxa were originally identified. All results from these efforts will be documented and delivered. A voucher collection shall be maintained, and all taxa which have not previously been encountered in the project shall be submitted to an independent specialist for identification.
Quality Assurance (QA) PROTOCOLS TAKEN BY THE USGS:
The Government is responsible for Quality Assurance. The USGS will select the QA samples to be re-sorted and re-identified by an independent laboratory, National Water Quality Laboratory. These samples will be picked up at the Contractor’s laboratory by the USGS, or delivered by the Contractor to the USGS independent laboratory. During the original processing, all portions of the sample (extracted organisms, sorted detritus, unsorted detritus) shall be retained by the Contractor. Vials should contain closely related taxa (e.g., order) and be labeled with the sample identification number, and date. Specimens on slides should be mounted one per slide with the same information as previously stated on each slide, or a key will be provided allowing the independent laboratory to link each specimen to the associated data.
Sorted sample detritus shall be retained separately and each container will be labeled with the sample identification number, sorting taxonomist, and date. The sorted sample detritus will be resorted by the independent laboratory to obtain a measure of sorting effectiveness. If more than 5% of the numbers of reported picked invertebrates are found by the independent laboratory in the sorted sample detritus for the samples, then the sorted detritus from all samples will be re-sorted by the original lab. Newly recovered organisms will be identified and appended to the data. If the Coefficient of Community (Whittaker, 1975) calculated for any sample is less than 90 percent between the original and independent laboratory, then all sample material identified and counted by the original laboratory must be re-identified and re-counted by the original laboratory. Jaccard Similarity index values will also be calculated from the sample data, if this value for any sample is less than 90 percent, then all differences in taxonomic identification between the laboratories must be resolved, identifications in samples reconciled, and may be used to recalculate the indices.
DELIVERABLES:
The Contactor shall deliver a voucher collection that will be updated with unique taxa and exemplary specimens from all samples processed. This collection shall be available for review by the USGS if requested.
The Contractor shall deliver the QC results to the USGS Technical Liaison (TL). The sample data and QC results will be submitted in by the contractor in three forms: 1) a spreadsheet on hardcopy, 2) an electronic form of the spreadsheet, and 3) an electronic copy attached to an e-mail. Any appended data must be resubmitted in the previously described hardcopy and electronic forms. The contractor must provide follow-up technical communication to the USGS concerning results by phone or email. The turnaround time for this project will be approximately 120 days. Deliverables shall be delivered within 120 days of sample delivery to contractor.
