About this file

This is a Class Justification and Approval (CJ&A) document from the Department of the Navy authorizing sole-source contracting with The Boeing Company.

The Naval Air Systems Command (NAVAIR) is issuing orders on a sole-source basis to Boeing for supplies and services required to support U.S. Navy (USN), U.S. Marine Corps (USMC), and Foreign Military Sales (FMS) aircraft weapons systems for the F/A-18 A-F and EA-18G platforms under PMA265. Orders will be executed under the NAVAIR-established Boeing Corporate basic ordering agreement (BOA)(N00019-21-G-0006), with authority to act expiring March 14, 2026. The five-year BOA has an estimated ceiling value that is redacted in the document. Contracting officers will define quantities, periods of performance, and delivery requirements for each order using fiscal years 2020 through 2026 research, development, test and evaluation (RDT&E), operation and maintenance (O&M), and aircraft procurement (APN) funds, as well as FMS allocations.

Orders will support development, production, integration, modification, reliability, sustainment, and disposal of all USN, USMC, and FMS F/A-18 and EA-18G aircraft, weapons, and subsystems. Required supplies and services include design, development, manufacturing, assembly, testing, prototyping, calibration, engineering change proposals, forward-fit upgrades, retrofit kits, program management, cybersecurity compliance, non-recurring engineering, systems engineering, integrated logistics, product support, training, logistics forecasting, life-cycle support, shutdown, and demilitarization. NAVAIR determined Boeing is the only responsible source capable of meeting agency requirements, citing Boeing's sole position as designer, developer, manufacturer, systems integrator, and holder of technical data and specialized engineering capabilities for these aircraft platforms.
