Performance-Based Work Statement (NGTOC Sample Task Order)

I. Introduction and Background

1. Introduction The Core Science Systems (CSS) and National Geospatial Technical Operations Center (NGTOC) has a requirement for Data Management services. The Contractor shall provide these services for the NGTOC.

2. Applicable Documents

● See attached Section 508 Compliance documentation requirements

II. Scope of Work

1. Task Objective and Purpose The objective of this task is to provide Data Management Services to the NGTOC. The activities performed by the Contractor staff are for the ultimate benefit of USGS system users, client customers, and managers.

2. Functional Description/Desired Outcomes The Contractor shall furnish all labor, unless otherwise stated herein, necessary to provide non-personal Data Management Services for the NGTOC. Functional task requirements are ongoing and continuous throughout the term of the Task Order.

The Functional Description section lists the kinds of Data Management functions that will be performed under the direction of the Contractor in coordination with the activities of the NGTOC daily business operations including special projects in the performance of NGTOC program goals and mission.

The contractor shall perform and provide the following:

All technical support described below includes the ability to provide the following:

Create and communicate clear, concise, accurate, and effective documentation of computer programs, interfaces, and job processes and procedures for others to use and reference. Provide training and/or presentation regarding the background and use of data management and systems. Communicate pertinent technical information both orally and in writing to customers of varying technical levels and abilities.

Technical Support Provide development, database, and technical support for Data Management activities of the USGS NGTOC The National Map data, products, and information. Major activities involve: 1) Explore new solutions for data loading, product generation, dissemination, and management, 2) Implement solutions subsequent to governmental approval 3) Software development of enhancements to current data management applications as defined by product leads through sprint meetings, 4) Explore new database solutions and enhancements to existing databases as defined by product leads, 5) maintain and upgrade currently implemented applications, 6) maintain and upgrade database operations activities including, integrity, replication, synchronization, and versioning of The National Map data, products, and information, 7) solve and mitigate bugs and errors

A. GIS Developer - Applications Development Support for Enterprise Data Management operations for the National Vector Datasets

1. Improve/Maintain systems (web sites, applications, and tools) that receive process, accept, ingest, integrate, and deliver the Program’s geospatial data.

· Check-out / Check-in framework for delivery of data to the editor and back into the National Datasets

· Stewardship website (including WBD, NHD, AAQ)

· WMX Services

· WMX Workflow processes and custom apps

· Web Services for GAZ/NHD Validation and Reachcode allocation

· Web Editing Services

· Workflow solutions for Web Editing Services

· Reference Data Services for HEM/NHD Web Editing Services

· Footprint activity reports

· Job Tracking website(s)

· Gazetteer derivation application(s)

· Synchronization framework

· Archive framework

· Posting data framework

· Transportation/Elevation/GU/Structures load applications and workflow processes

· Reference Data Services for Internal Production operations

2. Support HEM/Forest Service custom replication framework

3. Migrate applications in support of new COTS Releases throughout the year

4. Migrate applications in support the FY14 major model consolidation effort, along with ad-hoc model changes throughout the fiscal year

5. Analyze current and future server footprint requirements

6. Define a process to derive and populate the 10-digit modification field from the HUMods for both lines and 12-digit polygons. Implement the capability with the WBD check-in. This process needs to be determined if it’s a client-side tool, or post check in app, or both.

Required Skills - Knowledge of ESRI SDE Framework, Knowledge of Oracle RDBMS Framework, including SQL, DB Procedures, Functions and PLSQL, Knowledge of ESRI Geodatabase Technology, Knowledge of .Net (C#,VB), Knowledge of ESRI .Net ArcObjects for Arc Products for 10.1 or later, Knowledge of ESRI WMX Framework and the ability to Develop Custom Steps, along with OTS methods. Understanding of the WMX Repository Framework and WMX workflows capabilities for Desktop and ArcGIS Server.

B. Geospatial Data Steward/Administrator - Maintain DBMS for the National TNM Vector Datasets.

1. Data Operations - Manage ongoing and ad-hoc table / layer loads; such as the annual releases of Tom Tom 20XX or Census TIGER Datasets, Bi-Annual refresh of the WBD NWIS Dataset, Plan and schedule upgrade of third party software such as ESRI SDE

2. DBMS Cleanup / Integrity - Work with IT Team to standardize and implement cleanup scripts and procedures for SDE, Decommission old Databases, Work with IT Team to standardize and implement cleanup scripts and procedures for SDE Version maintenance, Define DB Roles and Usage of dataset, Troubleshoot data load and extract issues as problems are identified, Deliver data to internal or external customers on an ad-hoc basis, Provide support to Production Operations for troubleshooting any data discrepancies, Train production operations personnel for any data processing requests/tasks, Troubleshoot database issues or performance, Define end-user usage requirements and data access permissions

3. Version maintenance - Define DB Roles and Usage of dataset, Troubleshoot data load and extract issues as problems are identified, Deliver ad-hoc data extracts for internal or external customers, Provide support to Production Operations for troubleshooting any data discrepancies , Train production operations personnel for any data processing requests/tasks, Work with IT Support to troubleshoot database issues and performance, Help DBA to define end-user usage requirements and data access permissions

4. Enterprise Database Support - Assist in development/design of DBMS framework in support of all TNM Vector Database Management Operations, Recommend solutions to ensure DBMS Capabilities are not stove-piped, Ensure implemented solutions are beyond one fiscal year out, Inventory all Databases/Layers and Tables, Track user usage, Document Framework Attributes, Replication, Usage (External/Internal), Implementation Operations (SOP’s)

5. DBMS Replication / Synchronization Support - Introduce a New Validation Process, Improve performance, Continue oversight of Replication Operations, Continue support of current and new capabilities for delivery of the National Map Data Services, Work with key personnel to define requirements of the refresh schedules and future synchronization requirements, Support Archiving requirements for National Vector, Maintain all Vector Edit history according to Product and Service Leads requirements, derived from NHD, Build and manage staging and testing environments, Plan and strategize a test environment solution, Work with IT to set up proper test database solutions, Test new COTS releases to assess impact on datasets and databases, Support Workflow operations in support of data flow for internal and external editors of the datasets, Re-deploy strategy for Production to Delivery framework , Spread out production datasets from different SDE Schema Owners, if not different physical box, Research and prototype small set of National Layers using PostGresSql, Implement the consolidated FY14 Data Model (Update the Database Objects to the approved model, Migrate the data from one schema to another, Coordinate the dependent application changes with the innovation development team)

6. Support External Replication Datasets - Support external organization replication requirements, such as Forest Service and other Hydro Communities, including NRCS for WBD datasets.

Required Skills - Knowledge of ESRI SDE Framework, Knowledge of Oracle RDBMS Framework, including SQL, DB Procedures, Functions and PLSQL, Knowledge of Perl, Python Scripts, Knowledge of ESRI GeoProcessing Tools, Knowledge of ESRI Geodatabase Technology

IV. Schedule and Deliverables In fulfillment of this effort, the Contractor shall provide the following kinds of deliverables. All deliverables shall be submitted to the COR (or other Government designated technical representative(s)), unless otherwise agreed upon.

Deliverables are defined under the technical support descriptions above. Deliverable details and dates will be communicated to contract staff during the sprint planning meetings and shall be provided to the contractor as required by the COR (or other Government designated technical representative(s)). Annual Objectives defined by USGS NGP NGTOC Annual Guidance. Subsequent iterative sprint objectives (typically two weeks) will be clarified by Product Owners and communicated to the Task Manager and Contract Manager.

Deliverables including oral or written communication shall be provided by contractor staff as required by the COR (or other Government designated technical representative(s)).

V. Performance Assessment Plan/Monitoring Methods A performance assessment plan is based on the premise that the contractor, not the government, is responsible for managing and ensuring that quality controls meet the terms of the contract.

Contractor and the COR shall monitor the working relationship between the Government and Contractor personnel to ensure that services do NOT develop into a personal service relationship as defined in FAR 37.104. Questions concerning this matter shall immediately be referred to the Contracting Officer.

The Government, through its Contracting Officer’s Representative (COR) or other designated technical representative, will monitor the Contractor’s performance. The Government may monitor the Contractor’s performance of routine functional requirements and outputs, as well as the milestones and deliverables of specific project requirements as deemed necessary to ensure acceptable progress and compliance with contract requirements. The Government may use a variety of methods to evaluate the Contractor’s performance.
