Sole Source Announcement Notice
Agency/Office: Washington Headquarters Services/Acquisition Directorate (WHS/AD)
Title: E-Z Pass Transponders and E-Z Pass Transponder Service
Location: Pentagon and in the National Capital Region area
Administrative Information: THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. This sources sought is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice will not be returned. Vendors will not be notified of the result of this review. It is the intent of Washington Headquarters Services/Acquisition Directorate (WHS/AD) to use this sources sought for market research purposes only. WHS/AD anticipates soliciting for sole source to the Commonwealth of Virginia Department of Transportation (VDOT).
The Government shall not reimburse the costs of preparing responses to this request for information.
No proprietary, classified, confidential, or sensitive information should be included in your response to this sources sought notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.
The Department of Defense (DoD), WHS/AD is performing market research to determine the availability, interest, and capability of potential vendors under the NAICS 926120 Regulation and Administration of Transportation Programs and the Product Service Code is R699 Support Administration Other.
Background: WHS/AD anticipates establishing a cooperative agreement which will provide E-Z Pass Transponders and E-Z Pass Transponder Service. There are approximately 43 transponders.
Requirement: In order to qualify for submitting a capability statement in response to this Sole Sources Notice, all vendors must be:
1) Registered in Beta System for Award Management (SAM) (https://beta.sam.gov/) for NAICS 926120 Regulation and Administration of Transportation Programs.
2) Local to the Pentagon (District of Columbia, Maryland, and Virginia only).
Technical Requirements: The Contractor shall perform in accordance with the following technical requirements:
Objective: The cooperative agreement encompasses all activities associated with the E-Z Pass Transponders and E-Z Pass Transponder Service at the Pentagon and in the National Capital Region area.
Tasks: Provide the E-Z Pass Transponders and E-Z Pass Transponder Service. Provide monthly service reports of the tolls paid and the balance on the account. Accept the Government Purchase Card for payment.
Instructions: All interested and qualified vendors with the necessary capability to deliver the requirements may submit capability statements to Lynette M. Thibodeaux - Contract Specialist at Lynette.M.Thibodeaux.civ@mail.mil https://beta.sam.gov/ mailto:Lynette.M.Thibodeaux.civ@mail.mil
Capability statements are due by 10:00 AM (EST) on Wednesday, April 21, 2021. No phone calls will be accepted.
Please respond to the following points in your capability statements:
1. Company Name and Address.
2. DUNS and CAGE Code Number.
3. Company Point of Contact, Phone number and email.
4. Recommended/suggested NAICS codes for this effort.
5. NAICS Codes associated with the Company.
6. Identify contracts your company has been awarded under NAICS 926120.
7. Specific examples of prior efforts similar to the requirement; please include contract type (FFP, CPFF, etc.), contract award amount, contract number, Period of Performance., and a Government Point of Contact and email address for the Point of Contact.
8. Business Size and Classification (Small Business, Veteran-Owed (VO), Service Disabled Veteran- Owned (SDVOSB), Woman-Owned (WO), HUBZone, or any of the other small businesses classifications).
9. Description of your company’s capability to provide the above mentioned technical requirement.
