About this file
This Request for Proposals is issued by the Bi-County Collaborative (BICO) on behalf of its Special Education Transportation Network member districts in Massachusetts—Attleboro, Blackstone-Millville Regional, Dedham, Hopedale, Foxborough, King Philip Regional, Mansfield, Needham, Norfolk, North Attleboro, Plainville, Walpole, and Wrentham—to procure special education transportation services for approximately 300–500 students. The RFP solicits proposals for safe, reliable, and timely transportation services across multiple districts to various destination schools and educational programs. Five copies of sealed proposals—submitted in separate envelopes marked for price and non-price components—must be received by 1:00 P.M. local time on December 2, 2026, at the BICO office in Walpole, Massachusetts. The procurement schedule includes a questions deadline of November 20, 2026; proposal opening on December 4, 2026; optional interviews between December 4–9, 2026; and award on December 10, 2026. The contract term runs from September 1, 2027, through August 31, 2030, with two one-year renewal options, and includes extended school year services for summers 2028, 2029, and 2030. Service commencement is scheduled for the start of the 2027–2028 school year, with a readiness period from May through August 2027.
Pricing must be submitted on vehicle-based daily rates for seven-passenger vans, wheelchair-accessible vans, mini-buses (14–29 passenger capacity), and monitors, along with any additional clearly defined charges. A fuel price adjustment mechanism applies based on the U.S. Energy Information Administration New England Regional Average as of November 2, 2026; adjustments of $2.00 per vehicle per day will apply for every $0.25 increment beyond a $0.50 per gallon threshold. BICO reserves the right to award to a single vendor or multiple vendors and may designate primary and secondary backup vendors. Mandatory pre-award requirements include a surety letter confirming bonding capacity, insurance certificates, fleet ownership documentation, and routing software documentation. The awarded contractor must provide a performance bond equal to 80 percent of annual contract value and maintain minimum insurance coverage including $5,000,000 automobile liability, $2,000,000 general liability aggregate, statutory workers' compensation, $1,000,000 employer's liability, and $5,000,000 umbrella/excess liability. Evaluation will employ a weighted scoring system across six categories: Experience & Historical Performance (15%), Operational Capacity (15%), Safety & Compliance (20%), Staffing & Training (20%), Technology, Communication & Routing Systems (20%), and Transition & Implementation Plan (10%). All contractors must comply with Massachusetts General Laws Chapter 30B and applicable federal, state, and local regulations, and all personnel are subject to CORI and national background checks approved individually by member districts.
