Summary
This is a Quote Request for Rubbish Removal and Recycling Services issued by the Freetown-Lakeville Regional School District, a public school system in Massachusetts serving two municipalities. The District is soliciting quotes to provide trash disposal and recycling services for five school facilities and one maintenance barn for a three-year contract period from July 1, 2026 through June 30, 2029. The scope of work includes collection and disposal of refuse (estimated at 1 to 4 tons monthly per location), cardboard recycling, and single-stream plastic and paper recycling. Equipment requirements include five 35-yard hydraulic liquid-tight trash compactors, five 10-yard cardboard dumpsters, one 10-yard trash dumpster at the maintenance facility, and thirty heavy-duty plastic recycling bins (six per facility). Specifications require bi-weekly (twice monthly) pickup of cardboard and trash dumpsters and recycling bins, quarterly compactor washing, annual equipment servicing and reconditioning, 24-hour emergency repair response, and quarterly deodorizing of compactors. The quote request was released on April 16, 2026, with questions due by April 27, 2026, and responses due at the Superintendent's Office by May 8, 2026 at 11:00 a.m. Site visits may be arranged by contacting the Director of Facilities. Quotes will be evaluated for award based on satisfactory performance demonstrated in June 2027 (year one) and June 2028 (year two), with contract renewal contingent upon performance.
Pricing shall be quoted on an annual basis for each service line item, including annual service fees for dumpster units and compactor leases, per-unit pickup and dump fees, per-ton landfill fees, annual service fees for recycling bin sets, and per-unit drop/pickup/dump fees for 30-yard roll-off containers. All quotes must comply with Massachusetts prevailing wage requirements under Massachusetts General Laws Chapter 149, Sections 26 to 27H. The contractor must provide proof of liability insurance of at least one million dollars, with the school district named as an additional insured, and furnish a performance bond equal to 100 percent of the contract sum before commencing work. The contractor is responsible for securing and maintaining all necessary municipal permits in the Towns of Freetown and Lakeville, with copies provided annually to the District. The District estimates annual disposal of approximately 160 tons of trash into compactors and has reserved the right to request additional pickup services at quoted rates, to waive informalities, to accept or reject any or all quotes, and to call for new quotes if deemed in its best interest.

b. Trash compactors will incorporate a pressure gauge to indicate ullage and unit full status at a glance.
Compactors are expected to perform to the manufacturer’s compaction rate specifications.
Compactors should be able to hold a minimum of 6.5 tons of trash before an empty call is required and should be able to routinely compact approximately 8 tons.
c. School district personnel will monitor gauge(s) and will call the contractor to empty the compactor when full. It is understood that the compactor will be picked up within 1 - 2 days of the empty request. Upon pickup, the compactor will be emptied and returned to service on the same day.

At the contractors’ expense, open-top dumpsters are to be placed at the respective site to receive daily rubbish during the period that the compactor receives the preventative maintenance service.
g. General maintenance and emergency repairs of containers are the sole responsibility of the contractor and must be done in a timely manner for the safety and continuity of school operations. Contractor to make repairs within twenty-four hours of service call. At no time is rubbish allowed to collect at a facility. If the repairs can’t be completed in a reasonable amount of time, dumpsters will be provided at no charge to the customer. The temporary dumpster will remain on site until the repairs are completed and the container is put back in service.

These additional rates will be billed at the normal rate(s) listed in the bid.
j. Containers will be properly labeled and conform to both the Town of Lakeville and Town of Freetown Town Ordinances and Boards of Health regulations.
k. Drivers will adhere to the posted speed limits and use extreme caution while driving on school grounds. Failure to follow these rules may result in contract termination.
