About this file
This is a Pre-Solicitation Notice from the United States Probation and Pretrial Services Office for the Eastern District of Texas announcing the procurement of treatment services for federal defendants and persons under supervision via Blanket Purchase Agreements (BPAs) for the period October 1, 2026 through September 30, 2027, with options to extend for an additional four years in four twelve-month intervals at the government's unilateral discretion.
The solicitation covers two primary service categories across multiple Texas locations: (1) Substance Use Treatment and Testing, including urinalysis collection, assessments, residential treatment, and substance use counseling in individual, group, and family formats; and (2) Mental Health Treatment, including psychiatric evaluations, medication monitoring, mental health assessments, mental health counseling, and dual diagnosis/co-occurring disorders counseling. The notice identifies 21 specific line items with location-specific requirements, including eight substance use treatment and urine collection/testing combinations, seven substance use treatment-only services, five urine collection/testing-only services, and one regional residential substance abuse treatment service covering the entire Eastern District of Texas, plus five mental health treatment services across designated locations.
Interested offerors must submit a notice of interest including company name, mailing address, telephone number, and email address to TXEPml_treatment_services_team@txep.uscourts.gov. The Request for Proposals will be posted on June 24, 2026 at www.txep.uscourts.gov. A mandatory bidder conference is scheduled for July 7, 2026 at 10:00 a.m. via Microsoft Teams. Offerors must demonstrate: facility availability within the catchment area, qualified professionals meeting specified experience and criteria, and pricing at or below rates charged to the offeror's most favored customer for comparable quantities under similar terms and conditions. SAM.gov registration is highly recommended and is required before award, though registration status is not a determining evaluation factor.

PRE-SOLICITATION NOTICE
Date of Posting: May 18th 2026
The United States Probation and Pretrial Services Office for the Eastern District of Texas intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements. Agreements are for the period beginning October 1, 2026 through September 30, 2027, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals.
Interested offerors should send a notice of interest that includes the offeror’s name, mailing address, telephone number, and e-mail address to TXEPml_treatment_services_team@txep.uscourts.gov. On or after June 24th 2026, Request for Proposals (RFP) will be posted on the agency’s web page at www.txep.uscourts.gov.
It is highly recommended that interested offerors start the process of registering with SAM.gov as soon possible. The process of getting registered and going live as a vendor can be long. Registration is not used as a determining factor when evaluating your proposals, but it is necessary before an agreement can be awarded.
Interested offerors must respond on time to solicitation deadlines and clearly show:
1. they can provide services within the catchment area with a facility available for use,
2. such services will be provided by professionals meeting the experience and criteria required, and
3. prices of such treatment shall be as low or lower than those charged to the offeror’s most favored customer for comparable quantities under similar terms and conditions.
