The procurement seeks 25 Dell Pro 13 Plus (Model PB13250) laptops or equivalent updated specifications to replace antiquated systems used by a special unit within the Maryland State Department of Education (MSDE). The PORFP was issued on September 1, 2026, with a proposal due date and time of September 11, 2026 at 3:30 PM EST. The procurement is limited to Master Contractors currently awarded under the Desktop Laptop and Tablet 2015 Master Contract (BPO # 060B5400007), with the option for bidders to submit a Letter of Authorization (LOA) from the manufacturer to be considered for award.

This is a Small Business Reserve (SBR) procurement, limiting award eligibility to certified small businesses meeting statutory requirements under State Finance and Procurement Article, 14-501-14-505, Annotated Code of Maryland, and certified by GOSBA Small Business Reserve Program. The designated manufacturer is Dell, and all Master Contractors must be authorized resellers for Dell. Bidders must provide the Manufacturer's Suggested Retail Price (MSRP) screenshot and, if applicable, a Mercury Affidavit. Pricing must be valid for at least 30 days after the proposal due date. Equipment must be new and unused, with no restocking fees imposed for items returned due to damage or incorrect shipment. Master Contractors must provide estimated ship dates and lead times for each item. Invoices should be submitted within 10 days of delivery to doitfiscal.invoiceservice@maryland.gov and must include proof of delivery, equipment serial numbers, and the agency's assigned PORFP number (FC0003373). Award will be made to the Master Contractor whose proposal is determined most advantageous to the State based on ability to provide equipment and support services, manufacturer authorization, MSRP documentation, and price.
