About this file

This is a Request for Proposal (RFP #FY27-P-0007) issued by the Corpus Christi Independent School District for a Firewall Refresh Districtwide project funded through the E-Rate program for fiscal year 2027. The District seeks qualified vendors to provide a next-generation firewall solution deployed as a High-Availability pair capable of handling both North/South and East/West traffic on a single platform, with minimum firewall throughput of 100 Gbps and SSL/TLS decryption throughput of 90 Gbps. The solution must support application-based firewall policies and advanced monitoring capabilities, with vendors also proposing options for software-defined virtual firewalls for data center environments. Proposals must be submitted by November 10, 2026, at 2:00 p.m. to the Office of Purchasing and Distribution at 801 Leopard Street, Corpus Christi, Texas 78401. The initial contract term is three years beginning July 1, 2027, through June 30, 2030, with two optional three-year renewal periods subject to Schools and Libraries Division approval and available District funding. The District currently operates Fortigate 3104E firewalls and maintains connectivity through two 15 Gbps Internet providers.

Pricing proposals must be submitted separately in a sealed envelope using Microsoft Excel format and must include all costs for hardware, software, installation, configuration, training, and five years of maintenance and support. Eligible and ineligible costs must be clearly identified, with scoring based on lowest responsive and responsible offer receiving maximum points, with deductions applied for proposals exceeding the lowest offer by more than 1 percent. Evaluation criteria include total proposal amount (18 points), eligible services amount (21 points), experience with similar projects (8 points), equipment specifications and technical documents (10 points), management plan (8 points), technical approach (14 points), HUB certification status (3 points), previous experience with the District (8 points), and total long-term cost of ownership (10 points). A 5 percent bid bond is required for proposals exceeding $100,000, with payment and performance bonds required after award. The project is contingent upon funding approval from the Schools and Libraries Division and available District budget appropriations, with the District retaining the right to terminate the contract for any reason with thirty days' notice or if the vendor fails to maintain SLD approval status.
