A sole source procurement is justified when there is only one good or service that can reasonably meet the need and there is only one vendor who can provide the good or service. A requirement for a particular proprietary item (i.e., a brand name specification) does not justify a sole source procurement if there is more than one potential bidder or offeror for that item. Note: All sole source requests will be posted on an electronic procurement system in accordance with §24-106-103(5) C.R.S.

Procured Goods Response: FY27 licensing and hosting fees for the Fire Business System
Description of Goods/Services: Fire billing is a unique process and electronic fire billing software is not readily available. Gold Systems Inc. provides a custom-designed software program for this purpose that was developed for the State of Utah and is now utilized by other states with fire-billing needs. Because Utah and Colorado fire billing processes share many similarities, Colorado purchased licensing rights to utilize the software. This software is configurable and customizable and Colorado is requesting software customization to accommodate areas of process differences, to meet the need of the state related to rules and regulation required by our annual operating plans, and to establish other processes within the software for achieving additional efficiencies not otherwise available, specifically enhanced integration with the state's Resource Rate Form (CRRF) solution and the sharing of information between the fire billing software and the State financial system, CORE. When federal requirements change, Gold Systems, Inc. is positioned to implement these changes for multiple states, thereby minimizing the costs for each individual state. Each enhancement request by various states can be used to benefit the needs of other states using the program. The software also provides external links to other essential, fire-specific databases, such as IRWIN and CRRF. Gold Systems also hosts the software on their platform.

G1 Text Bpx: Only Gold Systems, Inc. can provide licensing for their software and the State has no ability to support hosting. They have provided excellence in customer service and product reliability. They are already operating in conjunction with external software packages such as IRWIN, CRRF and CORE.
F1 Text Bpx: They are currently the sole source for the Fire Business System
