EXECUTIVE SUMMARY AND PROJECT DESCRIPTION

Bulloch County is requesting Statements of Qualification from GDOT-prequalified consulting firms to provide Road Asset Management Services in order to develop and implement a comprehensive Road Asset Management Program for County-maintained roadways and associated transportation assets.

SPECIFIC SCOPE OF SERVICES

• Maximizing Asset Lifecycle:

o Evaluate and produce strategies for Bulloch County to extend the useful life of pavements and signage through timely preventive maintenance (e.g., crack sealing, chip seals) before severe degradation occurs.

Deliverable: Road / Asset Inventory, preservation treatment eligibility.

• Cost Efficiency & Budget Optimization:

o Evaluate and produce strategies for Bulloch County to reduce long-term capital expenditure by prioritizing high-ROI interventions rather than waiting for roads to fail completely, which can cost 4 to 5 times more to reconstruct.

Deliverable: Tiered approach to develop CIPs in locations where there are safety, pavement condition, or capacity issues.

• Data-Driven Decision Making:

o Leveraging spatial collection, Pavement Condition Index (PCI) scoring, and deterioration modeling to objectively prioritize projects based on actual condition rather than subjective feedback (the existing system).

Deliverable: Pavement Condition Index

• Risk Management & Safety:

o Identify structural hazards, substandard roadside assets, or drainage failures early to minimize safety risks, legal liability, and traffic disruptions.

Deliverable: Spatial collection and hazard identification

• Transparency & Stakeholder Accountability:

o Providing clear data, condition maps, and multi-year Capital Improvement Plans

(CIP) to justify funding requests to elected officials and the public.

Deliverable: CIP plan with an outlook to FY 35.

TERMINATION: The County or Consultant may terminate this Agreement by giving thirty (30) days’ written notice to the other party.
