About this file

This is a Sole Source Request Form submitted by the Colorado Department of Human Services for the 911 Resource Center, a nonprofit organization serving as the centralized information hub connecting all 84 Public Safety Answering Points (PSAPs) in Colorado. The request seeks approval for a cost reimbursement contract to support 988/911 interoperability work, with services to include building and strengthening collaborations with PSAPs through conference attendance, regional convenings, and trainings; maintaining an informational website serving as a repository of 988 and behavioral health resources for 911 personnel; strengthening coordination between 988 and 911 by identifying and addressing system gaps; and assisting in the creation of a model 911/988 transfer protocol. The contract term is FFY27, running from September 30, 2026, through September 29, 2027, representing Year 1 of a three-year SAMHSA Cohort #3 grant-funded project. The submitter, Ioana Frangulea, certifies that the 911 Resource Center is the only vendor capable of meeting these needs due to its unique position as the sole nonprofit in Colorado facilitating statewide communication and collaboration among PSAPs, emergency responders, and policymakers.

The total contract cost is $31,454, fully funded and approved by SAMHSA under Cohort III grant funding, pending notice of award. As a cost reimbursement contract, only allowable expenses and staff time will be reimbursed, with funds supporting the Resource Center's sole employee to allocate additional resources toward statewide coordination, outreach, training, and communication with PSAPs. The sole source justification emphasizes that the 911 Resource Center maintains established relationships and trusted connections with Colorado's entire PSAP network, which no other organization can replicate. Since the contract value is under $100,000, procurement posting on the Vendor Self-Service (VSS) system is not required.

Sole Source Request Form C.R.S. 24-103-205 Department of Human Services Revised March 2023

Instructions:

1) Download and fill out this form.

2) Submit an eForm for a “New Purchase” with this form attached. The eForm routes through normal approvals, up to a Deputy Executive Director, then to procurement for approval.

If this request is approved and requires a PO, create an RQS and procurement will issue a PO. If this request is approved and requires a contract, submit a separate “Create/Modify Contract” eForm and RQS following the standard process.

Form:

1) Submitter or Requester Name: Ioana Frangulea

2) Program: 911 Resource Center

3) Vendor Name: Colorado 9-1-1 Resource Center

4) Total Cost: $31,454

5) Contract or PO Term: FFY27 - September 30, 2026 - September 29, 2027 (Year 1 of 3, SAMHSA Cohort #3 Funds)

6) Describe the goods/services needed:

Collaboration between 988 Enterprise and 911 Resource Center for Year 1 of the SAMHSA Cohort #3 grant will allow 988 Enterprise to provide relevant 988 and BHA-endorsed and/or created 988/911 interoperability resources and training on their website for emergency responders, including but not limited to 911 dispatchers, Fire, Emergency Medical Services, and law enforcement. Funds will support Colorado's 911 Resource Center's sole employee in order to:

· Build and strengthen collaborations with Public Safety Answering Points (PSAPs) through conference attendance, regional convenings, trainings, surveys, and acting as a subject matter expert for PSAP concerns;

· Maintain an informational website that serves as a repository of 988/behavioral health resources for 911 personnel;

· Strengthen coordination between 988 and 911 by identifying, tracking, and addressing system gaps related to call transfers, including georouting issues, through ongoing collaboration with the BHA 988/911 Administrator.

· Assist in the creation of a model 911/988 transfer protocol and provide a direct line of partnership with 911 operations statewide.

· In addition, 911 Resource Center will collaborate closely with BHA’s 911/988 Administrator planning presentations and training regarding 988/911 Interoperability throughout Colorado.

7) Explain why this is the only good/service that can reasonably meet the Department’s needs:

The 911 Resource Center is the only centralized information hub that connects all 84 PSAPs in Colorado. Our 911/988 interoperability work depends on being able to communicate and coordinate directly with PSAPs across the state. The Resource Center already has those relationships and serves as a trusted connection to Colorado’s 911 community. There is no other organization that provides that same statewide reach and connection to Colorado PSAPs.

8) Explain why and how you know that only this vendor can provide this good/service:

One of the primary purposes of the 911 Resource Center is to facilitate communication and collaboration among Colorado's PSAPs, 911 professionals, emergency responders, and policymakers in Colorado. They are the only nonprofit in Colorado facilitating this work.

9) Explain why and how you know that the prices/rates are fair and reasonable:

These expenses have been SAMHSA approved and are fully supported by SAMHSA Cohort III grant funding, pending notice of award. We are supporting costs that will enable the sole employee of 911 Resource Center to allocate additional time and resources to support 988/911 Interoperability in Colorado, specifically to statewide coordination, outreach, training, and communication with PSAPs. This is a cost reimbursement contract and only allowable expenses and staff time will be reimbursed.

10) Is there any other information needed to consider this sole source request?

Please review related documents:

By completing and submitting this form, you are certifying that you have no conflicts of interest related to this request and that there is only one good/service that can reasonably meet the Department’s needs and this is the only vendor who can provide that good/service.

**If this request is over $100k, procurement will post notification on VSS. No action from the vendor is needed in VSS.
