About this file

This Request for Information (RFI) seeks industry input on Foreign Military Sales (FMS) training capabilities for the HH-60W Combat Search and Rescue (CSAR) Aircraft. The strategic RFI covers multiple aspects of potential training services for partner nations, including pilot and maintenance training, with significant flexibility in delivery options. Key considerations include training location (primarily anticipated to be OCONUS using partner nation facilities), potential for multiple foreign customers, and comprehensive training requirements spanning flight skills, simulator use, maintenance training, and courseware development.

The government is exploring various training delivery models, including potential use of contractor-owned or government-furnished equipment, and is open to different approaches such as integration with existing USAF training systems or stand-alone solutions. The anticipated contract is expected to be a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (FFP IDIQ) with a period of performance beginning in FY27 or FY28 and a five-year ordering period. Small business participation goals will apply, though specific percentage targets are not yet determined. The government intends to host follow-on RFIs and potentially Industry Days to further refine the requirements, with a target timeline for RFP release in early to mid-FY27 and contract award between late FY27 and early FY28.
