Background:
FHA uses financial, actuarial, and risk analytics models to support financial reporting, subsidy estimation, budget formulation, portfolio risk assessment, capital analysis, and model-risk management. Because these models support significant financial and policy decisions, FHA requires independent analytical review of their methodology, implementation, controls, performance, documentation, and fitness for intended use.
The anticipated requirement includes:
Task A—Independent validation of Single Family Forward and HECM models.
Task B—Independent validation of Commercial models supporting Multifamily, Section
232, and Section 242 portfolios.
Task C—Development and execution of an independent challenger analytical framework for validation, benchmarking, sensitivity analysis, and comparative assessment.
HUD anticipates requiring a multidisciplinary team with experience in quantitative modeling, mortgage finance, actuarial and econometric analysis, credit risk, cash-flow modeling, programming, data engineering, and model risk management.
Additional task requirements are described in Section 5 of the attached draft PWS.
Deliverables are described in Section 6. Performance is expected to occur primarily at the contractor’s facility.
