About this file

This is a Questions and Responses document from the Bulloch County Board of Commissioners Engineering Department regarding Request for Qualifications #FY26-CP-E15 for Professional Services Construction Engineering & Inspection. The document, dated June 1, 2026, addresses clarifications submitted during Round 1 of the solicitation process. The primary focus of the questions pertains to GDOT prequalification requirements for consulting firms responding to the construction engineering and inspection services contract.

In response to bidder inquiries, the County clarified its prequalification requirements by confirming that the prime consultant will not be required to hold GDOT Area Class 3.16 Value Engineering prequalification independently. However, the County mandates that the overall team—either the prime consultant or one or more sub-consultant team members—must maintain GDOT prequalification in Area Class 3.16 Value Engineering. This requirement applies to the team composition rather than solely to the prime consultant, providing greater flexibility in how respondents structure their proposed teams. The County indicated that an Addendum would be forthcoming to reflect this clarification in the solicitation documents.

05/28/2026 NOTICE OF SOLICITATION: REQUEST FOR QUALIFICATIONS

#FY26-CP-E15 PROFESSIONAL SERVICES CONSTRUCTION ENGINEERING & INSPECTION

Bulloch County Board of Commissioners Engineering Department

DATE: 06/01/2026

PROJECT: FY26-CP-E15, Professional Services Construction Engineering & Inspection QUESTIONS/RESPONSES: Round 1

NO. QUESTION RESPONSE REMARKS

Clarification on 3.16 Value Engineering Prequalification Requirement: We have identified that there are currently only 11 firms listed with the 3.16 Value Engineering prequalification, of which eight are located in Georgia. Please confirm whether it is the County’s intent to require the 3.16 prequalification for the prime consultant on this contract.

The Prime Consultant will NOT be required to be prequalified by GDOT in Area Class 3.16 Value Engineering. The Team (either the Prime Consultant and/or one or more of their sub-consultant team members) MUST be prequalified by GDOT in Area Class 3.16 Value Engineering. See forthcoming Addendum.

Final response.

Regarding the Area Classes the Prime Consultant must be prequalified: Would the County consider removing the 3.16 Value Engineering requirement or moving it under the team prequalification requirements?

The Prime Consultant will NOT be required to be prequalified by GDOT in Area Class 3.16 Value Engineering. The Team (either the Prime Consultant and/or one or more of their sub-consultant team members) MUST be prequalified by GDOT in Area Class 3.16 Value Engineering. See forthcoming Addendum.

Final response.
