About this file
This is a Justification for Exception to Fair Opportunity (FAR Class Deviation 26-04) for a task order modification by the Department of Homeland Security, U.S. Secret Service (USSS).
The USSS proposes to extend an existing task order (75N98118D00004/70US0921F1DHS0015) for System Administrator (ESB) - Exchange SME Support with AVER, LLC (UEI: WCMJHCRB1UH3) for twelve months from August 4, 2026 through August 3, 2027. The services provide critical network operations and support for the enterprise Microsoft Exchange environment, directly impacting USSS enterprise network infrastructure, security posture, and user support. The justification cites FAR 16.507-6(b)(2) for a sole-source award based on unique qualifications and specialized services. AVER is identified as the only vendor with the specific skills, knowledge, and experience required to provide the services at the required quality level without service disruption. The current contractor has satisfactorily performed and maintains all necessary personnel and program knowledge to ensure continuity. The competitive re-compete is currently in-process with a planned award in the second quarter of Fiscal Year 2027. The extension bridges the gap between the current task order expiration and the new competitive award, allowing for an orderly transition to the incoming awardee. The Contracting Officer determined the anticipated cost is fair and reasonable, consistent with current National Institutes of Health (NIH) Information Technology Acquisition and Assessment Center (NITAAC) CIO SP3 SB contract pricing and historical pricing data. The justification was approved by Erica Marcotte, Level Above Contracting Officer, on July 30, 2026.
