This is a Questions and Answers document for federal contract opportunity FY265281015, addressing clarifications on a pump removal, installation, and refurbishment project.

The contract involves removal of an existing 6P2 12-inch sump pump, installation of a new 6P1 12-inch sump pump, recoating of column pipe and head assemblies with epoxy coating (minimum 10 mils), and associated testing and commissioning. The motor specifications are 40 HP, 3 phase, 60HZ, 1770 RPM, 230/460 Volts, 100/50 Amps, and will not be replaced. The performance period is 120 calendar days beginning at contract award. The controlling NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors), and the Nonmanufacturer Rule does not apply. Awards will be made to the lowest price, technically acceptable, responsible offeror. Technical acceptability is based on technical approach, expertise and qualified personnel, and past performance (three references required). The contractor must submit Manufacturer Certificates of Origin, Mill Test Reports for structural/metallic parts, and Coating Manufacturer Certificates demonstrating Buy American Act compliance for all components, fasteners, and coatings. Bonds are not required; insurance requirements are governed by FAR 52.228-5 with proof required before work starts. The government will furnish the 125-ton crane operator and overhead crane; the contractor is responsible for all rigging design. Questions are due August 12, 2026, at 3:00 p.m. Mountain Time; quotations are due August 21, 2026.

FY265281015 Questions

1. Site visit

Please provide available site-visit dates and times, attendee-registration requirements, meeting location, access procedures, identification requirements, PPE, safety orientation, photograph/measurement restrictions, and the deadline for submitting attendee information.

See the SAM.gov posting for information.

2. Existing equipment and design data

Please provide all available drawings, pump curves, nameplate photographs, maintenance records, inspection reports, dimensions, design flow, total dynamic head, operating speed, motor horsepower/voltage, shaft length, bowl configuration, materials of construction, discharge geometry, sump dimensions, and operating conditions for 6P1 and 6P2. Motor, 40 HP, 3 phase- 60HZ, -1770 RPM- 230/460 Volts, 100/50 Amps. Motor is not being replaced.

3. Brand-name or equal

Is Flowserve Model 14 EMM an exact brand-name requirement or a reference configuration? Please identify the minimum salient characteristics and technical documentation required to establish an equal product. That’s the brand name we have from last time replace.

4. Unlisted worn parts

The scope requires replacement of “other worn out parts not listed.” Please define the inspection, authorization, pricing, and equitable-adjustment process for components that cannot be identified before disassembly. Vendor cannot include an unlimited quantity of unknown parts in a defensible firm-fixed price. Do not have list.

5. Column-pipe and head recoating

Please identify the required surface-preparation standard, coating manufacturer/system, coating type, color, dry-film thickness, inspection or holiday-testing requirements, curing conditions, environmental controls, and whether lead or other hazardous coatings are present. Apply an epoxy coating of not less than 10 mils to the O.D. of the bowl assemblies, O.D. of the inner columns, I.D./O.D. of the column assemblies.

6. Pricing schedule and CLIN structure

The uploaded price sheet appears to repeat CLIN 0003 for both 6P1 installation/testing and 6P2 removal/recoating, and the final 6P2 installation line appears incomplete. Please issue a corrected pricing schedule identifying every CLIN, quantity, unit, and deliverable.

CLIN 003 is to Mobilize Crew and Install New 6P1 12'' Sump Pump Equipment AND ALSO to Mobilize Crew and Remove 6P2 12'' Sump Pump Equipment.

7. Performance period

Please confirm whether the 120-calendar-day period begins at contract award, Notice to Proceed, or another written authorization. Please also identify the liquidated-damages rate incorporated through FAR 52.211-12.

Period of Performance begins on date of award.

8. Prime self-performance and small-business workshare

Please identify the percentage inserted for FAR 52.236-1 and how the Government will calculate the prime’s required onsite work. If FAR 52.219-14 applies, please confirm whether amounts paid to similarly situated small-business subcontractors are excluded from the limitation.

PWS is for a non-personal services contract for pump replacement, not part of construction or design work. Therefore, 52.236-1 is not applicable and will be removed.

The prime must not pay more than 50 percent of the contract price to subcontractors that are not similarly situated (i.e., those of a different small-biz status).

Amounts paid to similarly situated small-business subcontractors (e.g., other small businesses, or same socio-economic category) do not count against the 50 percent limit.

Only payments to non-similarly-situated subcontractors are included in that limit.

9. NAICS and Nonmanufacturer Rule

The notice uses NAICS 333914 although the requirement combines equipment supply, removal, repair, recoating, installation, testing, commissioning, and training. Please confirm the controlling classification, whether the Nonmanufacturer Rule applies to the pump-equipment portion, and whether any waiver exists.

NAICS is corrected to 238220 — Plumbing, Heating, and Air-Conditioning Contractors.

NMR does not apply.

10. Bonding, insurance, and payment protection

Please identify all bid, performance, payment-bond, alternative payment-protection, and insurance requirements and when evidence must be submitted.

Bonds are not required given straightforward pump removal/installation. FAR 52.228-5 covers the required insurance and notes proof should be provided before starting work.

11. Government-furnished crane and outages

Please confirm the 125-ton crane’s availability, hook height, capacity at the required radius, operator scheduling, allowable work windows, plant-outage restrictions, laydown/storage area, and the contractor’s rigging-design responsibilities. IBWC will be furnishing operator and Overhead Crane. Contractor will be responsible for everything else.

12. Testing and acceptance

Please define required factory tests, field-performance tests, vibration/alignment tolerances, acceptance criteria, commissioning documentation, startup duration, and Government witness points. Assurance from factory that it will operate and everything will be determent on site testing.

13. Technical proposal and past performance

Please identify the complete technical-submission requirements and evaluation factors.

Vendor currently has zero completed federal prime contracts. Will Vendor receive neutral past-performance treatment, and may clearly attributed experience of committed equipment and field-service subcontractors or key personnel be evaluated without representing that experience as Vendor corporate past performance?

Synopsis notes “The government will award to the lowest price, technically acceptable, responsible offeror.”

Technical acceptability will be based on the Contractor’s:

• Technical Approach

• Expertise and Qualified Personnel

• Past Performance Below is each factor in detail, exactly as included:

1. Technical Approach

The quote must include a technical narrative addressing all items in the scope, including:

• Plan of action

• Equipment

• Key team members

• Schedule

2. Expertise and Qualified Personnel

Offerors must demonstrate they have personnel with appropriate skills, experience, and qualifications to perform pump removal, installation, recoating, testing, and commissioning.

3. Past Performance

Offerors must provide three (3) references for similar projects, including:

• Name

• Company

• Phone number

• Email

• Brief description of project

4. Price (LPTA)

Price is evaluated for lowest price among technically acceptable offers.

• Price Sheet required

14. Domestic construction-material documentation

Please identify the Buy American documentation required for pump assemblies, parts, fasteners, coatings, and other construction materials.

The Contractor MUST submit the following for each pump assembly, component, fastener, coating, and construction material:

Manufacturer Certificates of Origin

For EACH item:

• Manufacturer name and address

• Statement that the item is manufactured in the United States

• Identification of country where final manufacturing/processing occurred

• Item description tied to the contract part list (pump model, bearings, shaft, bolts, coatings, etc.)

“Buy American Compliance Certification” (Contractor-Signed Statement) The contractor provides a written certification stating:

• All pump assemblies, materials, fasteners, and coatings comply with the BAA.

• All items are not sourced from prohibited foreign countries.

• Any exceptions or foreign-sourced components are explicitly listed and justified.

PWS requires the contractor’s submitted materials certification package to include a checklist + supporting documentation confirming BAA compliance.

Mill Test Reports / Material Test Reports (MTRs)

Required for:

• Stainless steel line shafts

• Bronze bearings

• Stainless steel bolts

• Metal column pipe recoating materials

• Any other structural or metallic parts

MTRs must identify:

• Material grade

• Heat lot number

• Country of melt/manufacture

• Metallurgical properties

Coating Manufacturer Certificates

For coatings applied to the 12" column pipe and head assembly:

• Product technical data sheet

• Country of manufacture

• Compliance with Buy American Act

• VOC/environmental regulatory compliance (required under Section 9 regulatory standards) PWS requires coatings to meet material acceptance requirements and the BAA.

Submittal Package with Traceability Documentation

Your PWS requires:

• A materials certification package

• With “supporting documentation” for all materials used

• Plus “source control” and compliance confirmation before delivery

Thus the contractor must provide:

• Itemized list of all components and associated origin documentation

• Traceability from manufacturer → distributor → contractor

• Proof that materials come from approved sources (per Section 4.1 Source Control)

When Additional BAA Documentation is Needed

If ANY component is not manufactured in the U.S., the contractor must provide:

• BAA exception justification

• Individual component origin certifications

• Explanation of unavailability of domestic sources (if seeking a waiver)

No BAA waiver is referenced in PWS; therefore full compliance is required.

15. Controlling dates

The public record has displayed conflicting offer dates. Please confirm that questions are due August 12, 2026, at 3:00 p.m. Mountain Time and quotations are due August 21, 2026, at 3:00 p.m. Mountain Time, or issue the controlling amendment.
