About this file

This is a Brand Name Justification for Other than Full and Open Competition memorandum dated May 8, 2026, from the Washington Army National Guard's U.S. Property and Fiscal Office for Washington to the Purchasing and Contracting office. The document justifies a sole source procurement for Motorola Solutions APX N50 portable radios with associated hardware, software licensing, encryption capability, batteries, chargers, and interoperability features. The total estimated cost is $55,000.00, with Control Number FY26-JA-009.

The justification is based on the necessity for compatibility and interoperability with the existing Motorola ASTRO 25 Land Mobile Radio infrastructure. Required capabilities include P25 digital trunking compatibility, AES encryption, OTAR functionality, TDMA operation, P25 link layer authentication, and compatibility with existing Motorola ASTRO 25 infrastructure. Market research concluded that only the Motorola APX N50 platform can meet all minimum interoperability, security, and operational requirements while maintaining continuity with existing communications systems and infrastructure. The Government evaluated commercially available alternatives and open standards-based solutions but determined they could not provide full compatibility without significant additional integration requirements, increased sustainment costs, retraining impacts, or operational risk. The action will be publicized in accordance with FAR regulations. The Contracting Officer, Nicholas Parker, approved the justification on an unspecified date in June 2026. The interested vendor is Motorola Solutions, with point of contact Jason Kraus at MSIFEDSALES@MOTOROLASOLUTIONS.COM.

Text10: The Government conducted market research to identify potential sources capable of providing equipment meeting the required interoperability, security, and operational requirements. Research included review of commercially available public safety portable radio solutions, manufacturer specifications, and existing communications infrastructure compatibility requirements.

The Government determined that competition may be obtained among authorized Motorola Solutions resellers and distributors capable of providing genuine Motorola APX N50 equipment and associated licensing. However, alternate manufacturers were evaluated and determined incapable of meeting the Government’s minimum requirements for compatibility with the existing Motorola ASTRO 25 Land Mobile Radio (LMR) environment without substantial additional cost, technical risk, operational disruption, or degradation of interoperability.

Accordingly, this acquisition will maximize competition to the extent practicable by allowing quotes from authorized Motorola Solutions resellers while limiting the procurement to the Motorola APX product line necessary to satisfy mission requirements.

Text12: Market research was conducted through review of manufacturer technical specifications, existing communications infrastructure requirements, vendor capability information, and interoperability requirements associated with the current Motorola ASTRO 25 Land Mobile Radio (LMR) environment utilized by supported agencies and mission partners.

The Government evaluated commercially available portable radio solutions capable of supporting P25 digital trunking, TDMA operation, AES encryption, OTAR functionality, P25 authentication, and compatibility with existing provisioning and key management processes. Research determined that alternate manufacturers could not provide full compatibility with the existing operational environment without significant additional integration requirements, increased sustainment costs, retraining impacts, or operational risk.

The Motorola APX N50 platform was identified as the only solution capable of meeting all minimum interoperability, security, and operational requirements while maintaining continuity with existing communications systems and infrastructure.

Multiple authorized Motorola Solutions resellers are capable of providing the required equipment and may compete for award. The Government will seek competition among authorized sources to the maximum extent practicable while maintaining the required brand-name configuration necessary to support mission requirements.

Text28: This contract action is for the procurement of Motorola Solutions APX N50 portable radios and associated software, licensing, encryption capability, batteries, chargers, and interoperability features in support of Washington Army National Guard communications requirements.

This requirement is being processed as a Brand Name Justification for other than full and open competition due to the necessity for compatibility and interoperability with the existing Motorola ASTRO 25 Land Mobile Radio (LMR) communications infrastructure currently utilized by supported agencies and mission partners.

The required equipment includes specific P25 trunking capability, TDMA operation, AES encryption, OTAR (Over-the-Air Rekeying), P25 authentication functionality, and associated software licensing necessary to maintain secure and interoperable communications across existing systems.

Market research determined that alternate manufacturers cannot meet the Government’s minimum operational and technical requirements without introducing substantial compatibility risks, additional integration costs, increased sustainment burden, retraining requirements, and potential degradation to mission-essential communications capability.

Competition may be obtained among authorized Motorola Solutions resellers; however, only Motorola Solutions APX-series equipment satisfies the Government’s interoperability, security, and technical requirements.

This acquisition will be conducted as a firm-fixed-price procurement. The information contained herein provides the facts and rationale supporting this brand-name justification in accordance with applicable FAR authorities governing acquisitions conducted other than full and open competition.

Text2: The Government reviewed commercially available communications solutions to determine whether alternate manufacturers could satisfy operational requirements. Consideration was given to interoperability with existing communications infrastructure, cybersecurity requirements, encryption capability, lifecycle sustainment, user training impacts, provisioning requirements, and operational continuity.

The Government also evaluated whether open standards-based alternatives could satisfy mission requirements without reliance on brand-name equipment. Market research concluded that only Motorola APX-series radios provide full compatibility with the existing Motorola ASTRO 25 environment and associated operational requirements.

To promote competition to the maximum extent practicable, the Government intends to solicit quotes from authorized Motorola Solutions resellers rather than limiting consideration to a single vendor.
